The Recovery and Reform Support Team Mineconomy, RST

Ukrainian version of the page

The Recovery and Reform Support Team (RST) is a group of consultants that provides targeted technical assistance to the Ministry of Economy, Environment and Agriculture of Ukraine in the development and implementation of priority reforms. The RST consultants are Ukrainian professional practitioners who are not employed by the government. In their work, they are guided by the best global management practices with a focus on efficiency, comprehensiveness, and measurable results.

The Ukraine Recovery and Reform Architecture (URA) is a comprehensive technical assistance programme deployed by the European Bank for Reconstruction and Development (EBRD), in partnership with the European Union, to support critical recovery and reform processes in Ukraine. URA is implemented with the financial assistance of the EBRD-Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA). Contributors to the MDA are Austria, Denmark, Finland, France, Germany, Italy, Japan, Latvia, the Netherlands, Norway, Poland, Slovenia, Sweden, Switzerland, the United Kingdom, the United States and the European Union.

Mariia Zakharenko

Director

Mariia has over 10 years of experience in the public sector. For nearly five years, she worked as an assistant to a Member of Parliament of Ukraine, focusing on economic projects. During this time, Mariia participated in the development and advocacy of numerous reforms, including the privatization of state and communal property, antimonopoly legislation, and legislation on LLCs. Afterwards, she joined the team of the state-owned company “Prozorro.Sales,” where she was involved in managing and advocating projects related to the efficient distribution of public assets. Among her achievements are her participation in reform concerning the lease of state and communal property, the land reform, and the property management reform of state joint-stock companies.

Mariia joined the team in July 2024 and, during her first year, worked with the team to address key challenges such as team restructuring, assessing and adjusting work streams, strategic planning and reporting, initiating operations within the merged Ministry, and establishing effective stakeholder engagement. She also led the organizational team for preparation of URC 2025.

She graduated from the Faculty of Law at Taras Shevchenko Kyiv National University and further enhanced her knowledge and skills through the “Project Management” course at Kyiv-Mohyla Business School, as well as courses at LBS and UCGA.

Beyond her professional work, Mariia is actively involved in volunteer initiatives, including projects with the NGO “Hurkyt.”

     
 

Mariia Didukh

Deputy Director

Mariia has over 18 years of experience in economic policy, public-private dialogue, institutional development, and 7 years of service in the public sector. She led multilateral projects aimed at agricultural sector reform, support for small and medium-sized enterprises, development of the investment environment, strengthening trade relations between Ukraine and the EU within the framework of the Free Trade Area, and harmonization of Ukrainian legislation with EU standards. She has experience working with Members of Parliament of different convocations, central executive authorities, international donor organizations, as well as leading NGOs in the agri-food, chemical, and other sectors.

Her key positions include: Director of the All-Ukrainian Agrarian Forum; Government Relations Advisor in the USAID Harvest Activity project; Head of the Agricultural Support Program Implementation Group at the Ministry of Agrarian Policy of Ukraine; Head of the Ukrainian office of Agriculture and Finance Consultants GmbH; and Agricultural Trade Expert in the Agritrade Ukraine project (BMEL).

Mariia holds a degree in Foreign Economic Activity Management from the National University of Life and Environmental Sciences of Ukraine and a Master’s degree in Public Administration. She is the author of practical guides on the conditions of exporting agri-food products to EU countries. Mariia is fluent in Ukrainian and English and possesses excellent communication skills.

She joined the team in late September 2025 to strengthen its operational capacity.

Vladyslav Kantsyr

Senior Project Manager (Labour Market)

Vladyslav is an expert in rapid response (ExpRes), the Global Political Network (GNP), and the United Nations Development Programme (UNDP). He was a licensee of two TEDx conferences in Lviv (2015, 2017). In 2016, he served as a pro bono advisor at “Prozorro,” contributing to the project of creating a library of sample specifications. Since 2017, he has worked on developing international cooperation at Ukrenergo, including integration into the European Network of Transmission System Operators (ENTSO-E). He participated in establishing new international ties for Ukrenergo with more than ten TSO companies across Europe and Asia.

Vladyslav joined the Reform Support Team in 2018 and progressed from Associate Expert to Senior Project Manager, working on areas such as international technical assistance, public procurement, factoring and supply chain financing, as well as labor market and employment.

He received a bachelor's degree in International Economic Relations from Ivan Franko National University of Lviv (2017) and a Master's in Public Administration from the School of Management at the Ukrainian Catholic University (2019). He is a scholar of the Swedish Institute Global Professionals Program, under which he received a master's degree in International Administration and Global Governance (IAGG) at Gothenburg University (2024). Vladyslav has participated in over ten international programs and internships in various countries and universities, including the United Kingdom (University of Greenwich), the Netherlands (University of Amsterdam, Erasmus University Rotterdam), Norway (Oslo Metropolitan University), Latvia (University of Latvia), and Poland (College of Europe).

Dmytro Romanov

Senior Project Manager (Increasing the complexity of the economy)

Dmytro has over 20 years of managerial experience in the business sector, particularly in industrial, processing, and agri-food segments. He has been involved in development projects for Ukraine’s processing industry conducted by FAO, EBRD, and USAID.

He joined the team in February 2024, and since August 2025 has continued his work as Lead of the “Increasing Economic Complexity” stream. His responsibilities include contributing to the creation of the national industrial policy, launching state export support instruments, developing the nationwide economic platform “Made in Ukraine,” fostering and expanding relations with international stakeholders, and engaging international partners in cooperation with the real sector of the economy to restore Ukraine’s industrial potential. He also drives systemic cooperation with the business sector, professional associations, state and non-state institutions (both national and international), as well as development and trade agencies.

Dmytro is a member of the organizational teams of the international conferences “URC 2025” and “Rebuild Ukraine 2025.”

He holds a Master’s degree in Energy from Donetsk National Technical University. He has also enhanced his expertise through courses at the Springfield Centre, University of Pennsylvania, University at Buffalo, and Leiden University.

Oleg Tsymerynov

Senior Project Manager (Construction)

Oleg has over 20 years of experience in managing production enterprises in the cement, metallurgy, and mechanical engineering industries. He has led the technical and production development of leading companies, including Heidelberg Cement, Lafarge Cement, LSR Group, and Metinvest Holding.

He has extensive experience managing large-scale investment projects for the construction and modernization of industrial facilities. His portfolio includes projects on energy efficiency improvement, digitalization of production processes, optimization of steelmaking and cement production technologies, implementation of environmental protection systems, and ISO certification. He has also been involved in the creation of new production capacities and modernization of existing plants in various regions of Ukraine and abroad. Oleg is the author of scientific publications and inventions in the field of metallurgical raw material processing and improvement of production technologies.

He holds a degree in Metallurgical Engineering from the Dnipropetrovsk Metallurgical Institute.

In November 2023, he joined the team as part of the “Made in Ukraine” project.

Andriy Kishchynskyy

Senior Project Manager (Mechanical Engineering)

Andriy has over 20 years of experience in B2B sales, project management, and business development, including more than 10 years in senior leadership roles, heading local and international teams at companies such as 3M, Robert Bosch, Metsa Tissue, and Aricol Group.

His expertise covers projects in the fields of mechanical engineering, food processing, electrical engineering, and distribution. He has strong competencies in strategic sales and marketing development, export and key account management, and building partnership networks. He has also designed and delivered training programs on B2B sales and international market entry.

Andriy holds a bachelor’s degree in Economics and Engineering from the Ukrainian Transport University and an MBA from the International Institute of Business.

He joined the team in January 2024.

     
 

Alexandra Voropaeva

Senior Financial Expert

Alexandra has over 20 years of management experience in banking, finance, digital technologies, and investments. Her expertise includes business development, financial and operational management, launching and scaling digital products and fintech projects, strategic planning, and change management.

Her professional track record includes leadership roles in banks and fintech projects, Ukrainian and international companies, cooperation with international organizations, and providing expert support in business and financial consulting, digital transformation, and strategy development. She has also contributed to the implementation of large-scale government programs such as “Affordable Loans 5-7-9%,” the nationwide economic platform “Made in Ukraine,” and the “National Cashback” initiative.

Alexandra holds a Master’s degree in Mathematics and Mechanics, completed postgraduate studies and earned a PhD in this field, as well as Master’s and Doctoral degrees in Business Administration. In addition, she has completed training in Data Science in Business.

She joined the team in March 2025.

Hlib Domych

Senior Project Manager (Corporate Governance Reform)

Hlib has over 8 years of experience in corporate governance, finance, and legal consulting.

He headed the corporate affairs function at the Gas Transmission System Operator of Ukraine, where he was responsible for implementing corporate reform during the merger with Main Gas Pipelines of Ukraine JSC, building the corporate governance system, and supporting the establishment and launch of the Supervisory Board. Previously, he worked as a Senior Manager at the National Bank of Ukraine, where he assessed the effectiveness of corporate governance systems in banks, coordinated the approval processes for top executives, and analyzed compliance with a range of regulatory requirements. As an independent expert, Hlib advised banks and financial institutions on corporate governance and compliance and participated in USAID-supported projects. He worked at KPMG Ukraine and ILF Law Firm, providing legal support for various projects.

Hlib holds a Master of Laws from Yaroslav Mudryi National Law University and a Master’s degree in Public Administration from Taras Shevchenko National University of Kyiv. In 2025, he successfully completed a program at the Ukrainian Corporate Governance Academy and obtained a Certificate in Corporate Governance.

He joined the team in March 2025 as Lead of the Corporate Governance Reform stream.

     
   

Oleksandr Penkov

Expert/Lawyer (SOE reform)

Oleksandr has over 17 years of experience as an attorney-at-law. His core competencies include providing legal support to medium and large businesses, ultimate beneficial owners, and top management, as well as comprehensive legal assistance to local self-government bodies. He is an expert in commercial, tax, and customs law, primarily as a litigation lawyer. His expertise also covers public finance, public procurement, land relations, intellectual property, foreign economic activity, and anti-corruption compliance. In addition, he has experience in legislative drafting and legal advisory work.

Oleksandr has also contributed as a legal expert to grant-funded projects and supported charitable initiatives aimed at assisting socially vulnerable and talented individuals, as well as advancing cultural and historical projects.

He joined the team in February 2024 to contribute to the implementation of the corporate governance reform of state-owned enterprises.

     
 

 Olena Kudliak

Senior Project Manager (Public Investment Management)

Olena brings over 20 years of experience across both the private and public sectors, having held senior positions in international and Ukrainian companies such as UniCredit Group, Midland Group, and the Ukrainian group of companies Khlibodar.

Over the past decade, she has focused her professional efforts on the public sector, where she has either led or contributed to the implementation of a number of strategically important national and international initiatives. Her work spans collaborations with the European Parliament, the Ministry of Economy of Ukraine, the Ministry of Agrarian Policy and Food, the Ministry of Finance, international donor organisations (including USAID, GIZ, WNISEF), the Netherlands Centre for the Promotion of Imports (CBI), and the Embassy of the Kingdom of the Netherlands. Among her key contributions are the development of Ukraine’s Export Strategy until 2030, a long-term strategic vision for EU–Ukraine relations through 2035, analytical reports on wartime export challenges faced by Ukrainian businesses, impact assessments of the UK–Ukraine free trade agreement, and policy recommendations for revising the EU–Ukraine Deep and Comprehensive Free Trade Area (DCFTA). In 2024–2025, as part of the GLOBSEC team, she contributed to shaping Ukraine’s political, economic, and security agenda, promoting national interests and strengthening Ukraine’s position on the international stage.

Olena holds a Master’s degree in International Investment Management from Kyiv National Economic University. 

In July 2025, she joined the team as Team Lead for Public Investment Management stream.

     
    

Oleksandr Cherednyk

Senior Project Manager (Public Finance)

Oleksandr has over 20 years of professional experience in finance and banking, including 10 years in leadership roles. His expertise covers project and crisis management, corporate governance, financial leasing, asset management, and the restructuring of distressed and impaired assets.

He has worked in both state-owned and commercial banks, including Ukreximbank, Energobank, Forum Bank (Commerzbank Group), Swedbank, Nadra Bank, as well as within the Deposit Guarantee Fund of Ukraine. He has led teams responsible for corporate debt restructuring, asset sales, and the development of procedures for managing non-performing loans, as well as contributed to strategies for risk management and restoring the solvency of major borrowers. Among his key achievements are the launch of pilot projects for selling assets and asset pools via Prozorro.Sale, the design and implementation of corporate debt restructuring strategies, the organization of the sale of 100% of the corporate rights of a leasing company owned by a state bank, and participation in drafting asset management regulations and procedures for the Ukrainian banking sector.

Oleksandr earned a Master’s degree in Corporate Finance from Kyiv National Economic University. 

He joined the team in February 2025.

Iryna Murodshoeieva

Senior Project Manager (Public administration reform)

Iryna has more than 13 years of professional experience in HR management across the investment, legal, and manufacturing sectors. Nearly 7 of those years were dedicated to reforming the public service and implementing modern HR practices, while 5 years were focused on management activities, including project management for the implementation of HR processes in an enterprise employing 5,000 staff in Ukraine and abroad. She also has experience consulting international companies on recruitment and personnel assessment.

In December 2018, she joined the team under the “High-Performance Departments of the Ministry of Economy” project. Her main areas of work include implementing performance management systems, training managers in management skills, transforming organizational culture, and promoting best practices of HR management in the public service.

Received a higher education in "HR Management and Labor Economics" at the Kyiv National Economic University. In 2017, she graduated from the Strategic HR Management course at the Kyiv-Mohyla Business School.

Oleksandra Stasevich

Senior Expert (Public Administration Reform)

Oleksandra has eight years of experience in organizing charitable, social, and private events, as well as over two years of work in an international financial company.

She joined the Reform Support Team in May 2022 as an Administrative Assistant and, since March 2023, has continued her work with the RST as a Communications Expert. In this role, she provided communications support for projects of the Ministry of Economy, organized monthly training webinars for SMEs, conducted business plan writing workshops, and led the “Information and Dialogue Platforms” project aimed at strengthening the information campaign on state and international business support programs. Currently, Oleksandra is engaged in public administration reform, responsible for internal communications and fostering a feedback culture.

She earned a Bachelor’s degree in International Economic Activity Management and a Master’s degree in Organizational Management from Taras Shevchenko National University of Kyiv. She also completed an Internal Communications course at the Kyiv-Mohyla Business School.

Maryna Lapytska

Expert (Communications)

Maryna has over 10 years of experience in communications, including work in public institutions (Kyiv City State Administration, State Architectural and Construction Inspectorate) and media (“Channel 4,” Media Growth Agency “ABO” — network of websites “The City,” as well as local and national print media). Her work included coordinating journalists on local media projects, preparing news and articles, and conducting interviews. For more than three years, she also worked as a photojournalist.

At the beginning of the full-scale invasion, Marina reported as a journalist on the situation in the occupied territories of southern and eastern Ukraine. She was one of the founding authors of the grant project “Sviy Dim,” aimed at telling the stories of Ukrainians who lost or had damaged homes due to the hostilities.

Marina earned a Master’s degree in Journalism from the Institute of Journalism at Taras Shevchenko National University of Kyiv. In 2022, she completed the course “Entrepreneurship and Starting Your Own Business” at the Faculty of Economics of Yuriy Fedkovych Chernivtsi National University. She further developed her photojournalism skills through a course led by French photojournalists and journalists from Paris Match.

She joined the team in May 2023 to provide communications support for the comprehensive reforms and changes implemented by the RST in partnership with the Ministry.

Yuliia Shaipova

Senior Project Manager (Ukraine Facility Сoordination and EU Integration)

Yuliia Shaipova is a specialist in European integration and foreign policy with over 8 years of analytical, project, and management experience. She has worked in the parliament, government, non-governmental sector, business, and with international partners. In 2024, she joined the Recovery and Reform Support Team at the Ministry of Economy, where she helps coordinate the implementation of the Ukraine Plan under the Ukraine Facility and develops the system for coordinating negotiation chapters in the EU accession process within the Ministry’s areas of competence.

In 2021–2022, Yuliia coordinated the preparation of analytical materials for the Ukraine Recovery Conference in Lugano.
In 2022–2023, while working at the NGO EasyBusiness, she supported the Government Office for Coordination of European and Euro-Atlantic Integration during Ukraine’s EU membership application and candidacy status acquisition.

She has also represented Ukraine during educational visits to Belgium, Germany, Ireland, the Netherlands, Oman, Poland, Qatar, Switzerland, and the UAE, and participated in advocacy visits of civil society to Hungary, Serbia, and Australia.

Yuliia holds a Bachelor’s degree in Law from Odessa Law Academy and a Master’s degree in Law from the Kyiv-Mohyla Academy. She also completed a Master’s program in Diplomatic Studies at the University of Oxford. She is fluent in English and German, she possesses basic knowledge of French as well

     
 

Hanna Rozhkova

Senior Project Manager (EU Screening Processes)

Hanna has over ten years of experience working on international technical assistance projects. From 2019 to 2022, she was seconded by the U.S. Embassy to participate in attestation commissions and support the reform of Ukraine’s prosecutorial bodies. She later served as Head of the Secretariat of the Equal Opportunities Inter-Factional Association in the Verkhovna Rada, focusing on gender equality. In 2024, she held the position of Advisor to the Deputy Minister of Defense of Ukraine, working on Ukraine’s implementation of UN Security Council Resolution 1325 “Women, Peace, and Security.”

Hanna is also actively involved in civic and human rights initiatives, including leading the Kyiv branch of the Foundation for Regional Initiatives, founding the NGO StudMP to improve Ukraine’s student self-governance system, and heading the women’s rights organization “Nevydyma.”

Hanna received a Master’s degree in Law from Taras Shevchenko National University of Kyiv and completed a short-term project management course at Kyiv-Mohyla Business School.

She joined the team in late January 2025 to assist in coordinating and monitoring Ukraine’s EU integration.

     
 

Viktoriia Ivasyk

Senior Project Manager (Human capital sector)

Viktoriia has over 10 years of professional experience in law. From 2015 to 2016, she worked as an assistant to a Member of the Verkhovna Rada in the Committee on National Security and Defense. Between 2016 and 2022, she worked at the NGO “Legal Hundred,” where she coordinated analytics and advocacy. Her key achievements include co-authoring 10 laws on the protection of veterans’ and military personnel rights and conducting the first comprehensive analysis of Ukraine’s veterans’ social protection system. She also provided legal support to the Project Office for the establishment of the Ministry of Veterans Affairs. In 2018, as an expert for the NATO Office in Ukraine, she organized training for Ministry of Veterans Affairs officials on legislation, policy formation, and client-oriented approaches.

Viktoriia joined the team in 2023 as a Senior Lawyer, working on legislation related to the screening of foreign investments in the security and defense sector, providing comprehensive legal support to the team, and co-authoring procedures for the management, monitoring, and control of the implementation of the Ukraine Recovery Plan. Since August 2024, she has also been engaged in the “Human Capital Development” and “Public Administration Reform” areas.

She holds a Master’s degree in Law from the National University “Odessa Law Academy.” In 2016, she completed the CEDEM Advocacy School and Drafting Legislation Courses at the Institute of Legislation of the Verkhovna Rada of Ukraine. In 2019, she participated in the Open World Program of the US Congress on “Support for Women Veterans.” In 2023, she completed the “Sustainable Public Management” program at the Swedish Institute and the course “Management in Times of Tectonic Changes” at the Ukrainian Catholic University.

Oksana Novodon

Senior Project Manager (Business environment & priority sectors reforms)

Oksana has nearly 20 years of experience in the public sector and international organizations, dedicating her career to economic development, creating a favorable business environment, attracting investments, and promoting exports. As a Regional Coordinator at GIZ (EU4Business program), she managed projects aimed at the recovery, competitiveness, and internationalization of SMEs. Prior to this, Oksana led economic departments at the Khmelnytskyi City Council and the Khmelnytskyi Regional State Administration, focusing on entrepreneurship development, implementing business support programs, attracting investments, and carrying out regional development projects.

She holds a PhD in Economics and two Master’s degrees — in Public Administration and Management. Oksana has participated in international educational programs in the USA, Sweden, Germany, Turkey, Macedonia, and Serbia, including the SABIT Regional Economic Development Program, the SimbioCity Approach for Urban Development, and the Export Consultant Development Program. She also has five years of experience teaching economics at the Khmelnytskyi Cooperative Trade and Economic Institute.

Oksana joined the team in April 2025 to assist in coordinating and monitoring the implementation of the Ukraine Facility Plan, particularly sections related to improving the business environment and reforms in key sectors.

Anastasiia Filatova

Senior Project Manager (Ukraine Plan Investments and Monitoring)

Anastasia is an economic analysis expert with six years of analytical experience across different sectors of the economy. During her studies, she participated in research projects for UNICEF and the KSE Institute and interned at the CEDOS analytical center. She then worked for two years as a civil servant at the Antimonopoly Committee of Ukraine, focusing on preparing economic justifications for the Committee’s decisions and conducting research in competition policy. She also served as a Senior Expert in Commercial Management, specializing in pricing policy at NJSC “Naftogaz of Ukraine.” Currently, she collaborates with the Kyiv School of Economics as a teaching assistant in microeconomics.

Anastasia joined the team in August 2024 as a Project Manager/Data Analyst to strengthen analytical support for the implementation of the Ukraine Facility project. Since August 2025, she continues with RST as a Senior Project Manager, focusing on managing the implementation of the investment pillar of the Ukraine Facility Plan and monitoring compliance with the Framework Agreement requirements.

She holds a Bachelor's degree in International Economics from Kyiv National University of Economics named after Vadym Hetman and a Master's degree in Economic Analysis from the Kyiv School of Economics. During her studies, she actively participated in organizing educational and social projects in youth organizations, served as an organizer of TEDxKNEU, and was a licensee of TEDxKSE

     
 

Fedir Dzen

Project Manager (Ukraine Facility Plan Monitoring)

Fedir is a specialist in industrial development, with expertise in implementing blended finance models, sectoral strategies, and cluster development initiatives. He also has practical experience in supporting the internationalization of Ukrainian SMEs. Fedir has led industrial and financial projects, including strategic planning and innovation development in the fields of digital transport, food and electronics industries, quantum-optical technologies, and small modular factories at NeoDelta Industrial Consulting. At HD-Group, he was responsible for blended finance strategies to support industrial projects, and at the Ukrainian Cluster Alliance, he oversaw the development of international partnerships and business missions to strengthen the presence of Ukrainian SMEs abroad. He has also participated in projects on transparency in transport and logistics infrastructure (“Digital Freedom Roads”) and in fundraising for innovative startups.

Fedir holds a Bachelor's degree in International Economic Law from the Academy of Advocacy of Ukraine and a Bachelor's degree in Applied Physics from Kyiv Academic University. He is certified in economic diplomacy and is fluent in English and German, with basic knowledge of Chinese.

Fedir joined the team in January 2025.

Kateryna Polyakova

Senior Expert, Investments and Ukraine Investment Framework (UIF) Lead

Kateryna has over 12 years of experience in the financial sector, including asset management, investment attraction, and financial advisory, as well as several years working in the renewable energy sector. 

She obtained an MBA from INSEAD Business School and, for six years, worked in major Swiss banks in asset management before returning to Ukraine in 2018. Kateryna is a graduate of the Board Director program at the Ukrainian Corporate Governance Academy (2019) and has experience serving on advisory boards for companies in the retail and dairy farming sectors. In 2021–2022, she worked in renewable energy with an American wind farm developer, and in 2022–2023, she led the EUEA Renewable Energy Association, coordinating the development of legislative amendments in the energy sector necessary for harmonization with EU law. Kateryna has a deep understanding of multiple economic sectors and is a passionate advocate of Ukraine’s European integration.

Kateryna joined the team in March 2025 to support the implementation of Pillar II – the investment component of the Ukraine Facility.

     
 

Inna Zviagintseva

Inna has over 10 years of experience in the financial sector and analytics, including selection, evaluation, and management of investment projects and startups. She has substantial experience in stock and financial market research, macroeconomic trend analysis, and business valuation. She has worked as a research analyst at Astrum Capital investment company, a financial markets analyst at ErsteBank Ukraine, a consultant-assistant to a Member of Parliament, and an investment specialist at Adamant Capital.

She holds a bachelor’s degree in Computer Science and a master’s degree in Journalism from the National University of Kyiv-Mohyla Academy, as well as an MBA with a financial specialization from the Vienna University of Economics and Business (WU EA). She is fluent in English and German.

Sofiia Kostytska

Senior Lawyer

Sofiia is a lawyer and legal researcher with experience in both the public and private sectors. She worked for five years at the Accounting Chamber of Ukraine, first in the Patronage Service and later in the Legal Department, where she participated in court proceedings, developed internal regulatory and strategic frameworks, and contributed to international cooperation. Before joining the public sector, Sofiia worked at a Ukrainian law firm advising on taxation, compliance, and employment matters, and gained experience in labour law and social security at a non-governmental organization.

Sofiia holds an LLM in International Business Law with distinction and a programme prize from Queen Mary University of London, where she studied as a Chevening Scholar. She also earned a Master’s degree in Civil Law with honours from Taras Shevchenko National University of Kyiv. She completed specialised training programs on sustainable public management and policy development, including the “Sustainable Public Management” program at the Swedish Institute Academy for Young Professionals and “Public Finance Management” at Kyiv School of Economics. She further deepened her understanding of diplomacy, law, policy, and EU enlargement through the High-Level Experts Programme of the Federal Foreign Office of Germany. Sofiia is fluent in English and Ukrainian, with intermediate German and basic French.

She joined the RST in March 2025 after a traineeship at the European Commission Legal Service (Budget, Customs, and Taxation Team).

     
 

Kateryna Durkalo

Kateryna has over eight years of experience as an analyst in international and Ukrainian companies, as well as in an international technical assistance project. She specializes in strategic planning, data analysis, sales forecasting, and supporting key client accounts. In her previous roles, Kateryna was responsible for data collection and processing, preparing reports and presentations to support management decision-making, and improving the efficiency of sales teams through analytical tools.

She joined the team in October 2023 as part of the “Export Booster” project and later continued collaborating as a cross-sectoral expert, leveraging her expertise to strengthen other areas of the team’s work.

Kateryna holds a Master’s degree in Mathematics from Taras Shevchenko National University of Kyiv.

Anastasiia Shevkoplias

Anastasiia has over 14 years of professional experience in international technical assistance projects, including those supported by USAID and the European Union. 

From 2019 to 2025, she worked on the Chemonics International “Democratic Governance in Eastern Ukraine” (DG East) project as Grants and Subcontracts Manager. Her key responsibilities included coordinating donor support, managing grants and subcontracts, preparing tender documentation, evaluating potential partners, and ensuring compliance with donor procedures and requirements throughout all stages of the project cycle. Earlier, Anastasiia worked on the EU Anti-Corruption Initiative (EUACI) project, where she was responsible for administrative support, procurement, logistics, and coordination with partners, government agencies, and anti-corruption bodies.

She holds a MiniMaster in Leadership and Management from Arizona State University (USA), as well as two master’s degrees: one in Finance from Kyiv National University of Technologies and Design, and one in Applied Linguistics from Kyiv National Linguistic University.

Anastasiia joined the RST in July 2025.

     
 

Viktoriia Troshyna

Administrative аssistant

Viktoriia has experience establishing administrative and HR processes, as well as developing internal communications, particularly within newly formed teams or during periods of significant personnel changes. She is skilled at managing large volumes of information, documentation, and reporting.

She holds a Master’s degree in Public Administration from Taras Shevchenko National University, with a specialization in Post-Conflict Governance.

Viktoriia joined the team at the end of October 2024.

The basis for approval is the Agreement between the Government of Ukraine and the EBRD on cooperation and the activities of the EBRD Resident Office in Ukraine, signed on June 12, 2007, ratified by the Law of Ukraine dated June 4, 2008, No. 319-VI.
