The Reform Support Team Mineconomy is a group of consultants that provides targeted technical assistance to the Ministry of Economy of Ukraine in the development and implementation of priority reforms. The RST consultants are Ukrainian professional practitioners who are not employed by the government. In their work, they are guided by the best global management practices with a focus on efficiency, comprehensiveness, and measurable results.

Ukraine Recovery and Reform Architecture (URA) is a comprehensive technical assistance programme deployed by the European Bank for Reconstruction and Development (EBRD), in partnership with the European Union, to support critical recovery and reform processes in Ukraine. URA is financed from the Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA) managed by the EBRD. Contributors to the MDA are Austria, Denmark, Finland, France, Germany, Italy, Japan, Latvia, the Netherlands, Norway, Poland, Sweden, Switzerland, the United Kingdom, the United States and the European Union.

Our team: 

Mariia Zakharenko

Director

Mariia has 10 years of experience in the public sector. For almost 5 years, she worked as an assistant to a Member of Parliament of Ukraine, focusing on economic projects. During this time, Maria participated in the development and advocacy of numerous reforms, including the privatization of state and communal property, antimonopoly legislation reform, legislation on LLCs. Following this, she joined the team of the state-owned company "Prozorro.Sales," where she was involved in managing and advocating projects related to the efficient distribution of public assets. Among her achievements are her participation in reform concerning the lease of state and communal property, the land reform, and the property management reform of state joint-stock companies.

She graduated from the Faculty of Law at Taras Shevchenko Kyiv National University. 

Maria joined the team in July 2024. 

  

Oleksandr Penkov

Expert (Lawyer)

SOE reform (stream:Increasing of Investments)

Oleksandr has 16 years of experience as an attorney at law. The leading areas of competencies are legal support of medium and large businesses, beneficial owners and top management, as well as various legal assistance to local authorities.

Oleksandr is an expert in the fields of commercial, tax and customs law, primarily as a litigation lawyer. The budget, public procurements, legal land relations, intellectual property, foreign economic activity, as well as the anti-corruption sphere are among the professional competencies of the attorney at law. He has experience in legislative practice as a lawyer.

Oleksandr joined the Reform Support Team in February 2024 in order to participate in the implementation of the Corporate Governance Reform of SOEs.

Stanislav Brus

       Senior Expert

Public investment management  (stream:Increasing of Investments)

He has joined the Team in 2018. His main responsibilities in the Team were analytical and organizational support for deregulation initiatives. He participated in the drawing up of the improvement plan for the Ukraine's Doing Business rating, organization of the deregulation meetings of the Cabinet of Ministers of Ukraine, and the construction of a system of effective interactions with the business associations. After 2020, he was involved in the development of solutions related to the enterprises support during the COVID-19 pandemic, the reforming of the intellectual property system, the development of models of the business interaction with the organizations engaged in the research and development works, and also participated in the development of solutions in the field of industrial policy and support of certain economy sectors. 

Stanislav received a bachelor's degree from the National University of Kyiv-Mohyla Academy majoring in Political Science. He later completed a master's program in public policy and governance at the Kyiv School of Economics.

Viktoriia Ivasyk 

Senior Project Manager

Human capital (stream: Ukraine Facility Plan Monitoring)

Joined the team in 2023, where she works on developing legislation on screening foreign investments in the security and defense sector, clarifies mechanisms for employee protection, and provides other legal support. 

Previously, she coordinated analytics and advocacy at the NGO "Legal Hundred," co-authored 10 laws on the protection of veterans' and military rights, and conducted the first analysis of the veterans' social protection system in Ukraine.

In 2018, she worked as an expert at the NATO Office in Ukraine, developing a "problem tree" for veterans and organizing training for Ministry of Veterans Affairs officials on legislation, policy formation, and client-oriented approaches. 

Provided legal support to the Project Office for the establishment of the Ministry of Veterans Affairs of Ukraine. In 2023, she completed the Sustainable Public Management Program at the Swedish Institute (SAYP) and the Ukrainian Catholic University's course on "Management in Times of Tectonic Changes." In 2019, she participated in the Open World Program of the US Congress. In 2016, she completed the Advocacy School at CEDEM and Drafting Legislation Courses at the Institute of Legislation of the Verkhovna Rada of Ukraine. Graduated with honors from the National University "Odessa Law Academy" with a master's degree in law.

Yuliia Shaipova

Senior Project Manager

Monitoring and Control Processing  (stream: Ukraine Facility Plan Monitoring)

Yuliia is a public policy professional focusing on EU integration with over 7 years of experience. She joined the RST in August 2024 to assist in coordination and monitoring of implementation of Ukraine Plan within the Ukraine Facility. 

Yuliia worked with all three branches of government, interning at the Cabinet of Ministers of Ukraine, the Verkhovna Rada of Ukraine (Parliament), and the High Council of Justice. She has also extensive experience working in the non-governmental sector and with Ukraine’s international development partners. Her areas of expertise are foreign affairs and EU integration. She has participated in educational visits to Belgium, Germany, Ireland, Netherlands, Oman, Poland, Qatar, Switzerland, and the UAE, and in civil society advocacy visits to Hungary, Serbia, and Australia. 

Yuliia holds a Bachelor’s degree in Law from Odesa Law Academy and a Master’s degree in Law from Kyiv Mohyla Academy. She has also completed a Master’s degree program in Diplomatic Studies at the University of Oxford. She is fluent in English and German, she possesses basic knowledge of French as well. 

Anastasiia Filatova

Project Manager/Data Analyst (stream: Ukraine Facility Plan Monitoring)

She received a bachelor's degree in international economics Kyiv National University of Economics and a master's degree in economic analysis at the Kyiv School of Economics.

During her student years, she organized many educational social projects in various youth organizations, TEDxKNEU and was a licensee of TEDxKSE.

He has 5 years of experience as an economic analyst in the public sector (think tank CEDOS, Antimonopoly Committee of Ukraine )  and commercial sector ( NJSC “Naftogaz of Ukraine”)

Anastasia joined the team in August 2024 to work on the implementation of the Ukraine Facility program to strengthen the analytical function of the project.

Fedir Dzen

Project Manager (stream: Ukraine Facility Plan Monitoring)

Fedir Dzen is a seasoned professional with expertise in driving industrial development, particularly through blended finance models, sectoral strategy implementation, and cluster development initiatives. He brings a wealth of practical knowledge in fostering the internationalization of Ukrainian SMEs using economic diplomacy instruments and market-driven strategies. His experience includes conducting sectoral development missions and developing targeted policies to support economic growth. Fedir is adept at identifying opportunities for leveraging blended finance to attract investment and drive sustainable development.

His background includes a focus on strategic planning and business development, with a strong emphasis on fostering collaborative ecosystems. He has extensive experience in consulting on business development plans for innovative SMEs, with a focus on clusterization strategies and facilitating international partnerships to boost export capabilities. As a Foreign Relations Manager, Fedir has successfully coordinated sectoral missions and developed programs to enhance the international presence of Ukrainian SMEs. He also possesses practical experience in export-import management across diverse sectors.

Fedir possesses a strong capacity to analyze complex economic data and synthesize it into actionable strategies. He is skilled in crafting and implementing export and trade policies, and he is certified in economic diplomacy. He is fluent in English (C2), proficient in German (B2), and has basic knowledge of Chinese (A2).

Fedir joined the team at the end of January 2025.

Kateryna Polyakova

Senior Expert on Investments (stream: Ukraine Facility Plan Monitoring)

Kateryna possesses more than 12 years of experience in finance, namely in asset management and investment advisory fields, and 3 years of working in the renewable energy field. She has vast experience in working with investors and a solid understanding of the financial sector. 

Kateryna obtained an MBA degree from INSEAD business school, and subsequently worked in major Swiss banks in asset management for six years, and in 2018 she returned to Ukraine. She also completed the Board Director program from Ukrainian Corporate Governance Academy and has work experience in advisory boards in companies from specialized retail and dairy farming sectors. Most recently she was working with an American developer of wind power stations on cPPA contracts originations, and in 2022-2023 she was leading a renewable energy investor association, where among others was involved with the development of the changes to the regulatory base of the RES sector. Kateryna is passionate about Ukraine’s EU integration path and strongly believes in Ukraine’s European future. 

Oksana Novodon

Business environment & priority sectors reforms (stream: Ukraine Facility Plan Monitoring)

Oksana has nearly 20 years of experience in the public sector and international organizations, dedicating her career to economic development, creating a favorable business environment, attracting investments and promoting exports.

Previously, she worked as a regional coordinator at GIZ within the EU4Business program, where she managed projects focused on the recovery, competitiveness, and internationalization of SMEs. She concentrated on coordinating initiatives to support entrepreneurship, stimulate exports and develop clusters as a tool for economic resilience. She has experience coordinating business participation in trade fairs, trade missions and study visits to the EU, the United Kingdom, and other countries.

Before that, she worked at the Khmelnytskyi City Council and the Khmelnytskyi Regional State Administration, leading the economic departments. She dealt with entrepreneurship development, implementing business support programs and creating a favorable investment climate. She carried out comprehensive regional development and economic planning projects.

Oksana holds a PhD in Economics and two Master's degrees - in Public Administration and in Management. She has participated in international educational programs in the USA, Sweden, Germany, Turkey, Macedonia and Serbia, including the SABIT Regional Economic Development Program, SimbioCity Approach for Urban Development, and Export Consultant Development Program. Oksana also has 5 years of teaching experience in economic disciplines at the Khmelnytskyi Cooperative Trade and Economic Institute.

Oksana joined the team in April 2025 to assist with coordinating and monitoring the implementation of Ukraine Facility Plan, particularly sections related to improving the business environment and reforms in key sectors.

Vladyslav Kantsyr

Senior project Manager

Labour market (stream: Business environment)

He received a bachelor's degree in International Economic Relations from Ivan Franko National University of Lviv and a Master's of Public Administration (MPA) at the UCU School of Public Management. Currently, he is a scholar of the Swedish Institute Global Professionals Program, under which he received a master's degree in International Administration and Global Governance (IAGG) at Gothenburg University.

Licensee of 2 TEDx conferences in Lviv (2015, 2017). In 2016, he was a pro bono ProZorro advisor working on a project of the sample specifications creation. Since 2017, he worked on developing the Ukrenergo’s international cooperation, in particular, on integration of the European Network of Transmission System Operators (ENTSO-E) into the network. He took part and successfully established the new Ukrenergo ties with more than 10 TSO companies in Europe and Asia. Vladyslav took part in more than 10 international programs and internships in different countries and universities, specifically, in Great Britain, the Netherlands, Norway, Latvia, and Poland.

Oleg Tsymerynov

Increasing the complexity of the economy  (stream: Business environment)

Graduated with a degree in Metallurgical Engineering at the Dnepropetrovsk Metallurgical Institute.

Has scientific developments in metallurgy, management of enterprises for the production of building materials, metallurgy and mechanical engineering. He managed projects for the construction of a cement plant, a sinter plant, the reconstruction of metallurgical and cement plants.

In November 2023,  joined the RST team as part of the "Made in Ukraine" project.
Main area of work: preparation of a strategy for the development of the building materials industry.

Dmytro Romanov 

Senior Project Manager

Increasing the complexity of the economy  (stream: Business environment)

Dmytro has over 20 years of experience in business management in the Industrial and Agri-Food segments. He has expertise in the development and implementation of sustainable development strategies in production enterprises and building export sales channels.

He actively participates in development projects of the Ukrainian processing industry in the field of food processing by FAO, EBRD, and USAID. He influences the development of the national policy of the food processing industry through systemic cooperation with the real business sector, associations of Ukrainian manufacturers, state institutions, and international organizations.

Dmytro is a participant, speaker and co-organizer of specialized conferences, seminars, and trainings (including international ones) on improving the potential of the food processing industry.

He joined the Reform Support Team in February 2024 to modernize the industry structure and integrate leading contemporary practices.

Iryna Murodshoeva

Public administration reform (stream: Sustainability of the Ministry)

Received a higher education in "HR Management and Labor Economics" at the Kyiv National Economic University. In 2017, she graduated from the Strategic HR Management course at the Kyiv-Mohyla Business School.

Iryna has more than 12 years of the HR management experience in the investment, legal and production spheres. Out of them, she has devoted 4 years for reforming the public service and for implementing the modern HR practices, 5 years – for the management activities, in particular, project management for the implementation of HR processes for an enterprise employing 5,000 workers in Ukraine and abroad. Also, she has experience in consulting on recruitment and evaluation issues for international companies.

In December 2018, Iryna joined the team working on the "High efficiency departments of the Ministry of Economy" project. The main areas of work: implementation of the performance management system, training managers in management skills, transformation of the organizational culture, teaching the best practices of HR management in the public service.

Oleksandra Stasevich

Public administration reform (stream: Sustainability of the Ministry)

Earned a Bachelor's degree from the Institute of Management and Finance at Taras Shevchenko National University of Kyiv, specializing in International Economic Activity Management. Holds a Master's degree in Organizational Management from the same university. Completed an internal communications course at the Kyiv-Mohyla Business School.

Has eight years of experience in organizing charitable, social, and private events. Worked for over two years in an international financial company.

Joined the Reform Support Team in May 2022. As a communications expert, focused on enhancing the visibility of Ministry of Economy projects. Led the "Information and Dialogue Platforms" project aimed at strengthening the information campaign on state and international business support programs. Organized monthly training webinars for SMEs and conducted business plan writing workshops.

Currently working on public administration reform, responsible for internal communications and fostering a feedback culture.

Oksana Chaban

Public administration reform (stream: Sustainability of the Ministry)

Oksana joined the Reform Support Team in 2020. The main areas of work within the framework of public administration reform are: HRMIS system implementation, leadership skills development and capacity building of civil servants, support in the implementation of modern HR practices and increasing the organizational capacity of state institutions. 

Oksana has eight years of experience as an HR expert, Head of Recruitment and Business Development. In 2019, Oksana was a co-founder and partner of company that provides financial recruitment and accounting outsourcing services.

Oksana received a Master's degree in Finance from Kyiv National Economic University. She received a scholarship at the International Institute for Management Development (IMD, Switzerland) under the Leadership Strategy program. To improve the efficiency of public administration reform implementation, she received a scholarship and completed a training in Good Governance at the UCU School of Public Administration.

Olena Rybnytska

Communication with Stakeholders and Public Engagement

Olena holds a Master's degree in Journalism from Kyiv International University and a Master's degree in Telecommunications Technologies and Systems from Vinnytsia National Technical University.

Olena has 12 years of experience in media, having worked with well-known organizations such as the STB TV-channel, and nearly 8 years of experience in building and managing production teams (Lightfield Production, Kyiv, PIXEO Studio, Kyiv-Berlin).

She also has relevant experience working with international partners of Ukraine, including her involvement in promoting the Emergency Credit Program for Ukraine's Reconstruction (ECPUR) in 2016-17. On a voluntary basis, she collaborates with the Women's Veteran Movement "Veteranka."

Maryna Lapytska

Expert Communications

Maryna joined the RST in May 2023. The main task is to communicate complex reforms and changes implemented by the RST together with the Ministry of Economy of Ukraine.

Has more than 10 years of experience in communications. In particular, in the Kyiv City State Administration and the State Architectural and Building Inspection. She also worked in newspapers, on television and in online publications. 

Since the beginning of the full-scale russian invasion, she has covered the situation in the occupied south of Ukraine. At the same time, she wrote for the grant project "My Home" that tells the stories of people whose homes were destroyed by the war on social networks.

Maryna studied at Taras Shevchenko Kyiv National University, Institute of Journalism.

In 2022, she completed the course "Entrepreneurship and organization of one's own business" at the Faculty of Economics of the Yuriy Fedkovich Chernivtsi National University. She learned photojournalism from the photographers of the publication "Paris Match".

Anna Titova

She graduated with honors from Taras Shevchenko Kyiv National University with a Master of Law degree. She has a scientific degree of the Doctor of Philosophy in Law.

Anna has more than 12 years of legal practice on the financial market and in the field of e-commerce. As a representative of a number of the largest online businesses, she is a co-author of the Law of Ukraine "On Electronic Commerce" which was adopted in 2015.

Anna joined the Reform Support Team in 2018. She was engaged in the implementation of reforms in the sphere of Ukrainian business climate improvement. She provided legal support for the development and adoption of normative legal acts in the field of deregulation and for boosting Ukraine's Doing Business rating. She also took an active part in reforming the vessels’ environmental control process in the ports of Ukraine. As a result, a number of Resolutions were adopted by the Cabinet of Ministers ensuring a transparent procedure for conducting such inspections. 

Currently, Anna is the Senior Project Manager and coordinates the operational projects unit.

She has published a number of papers in the national scientific periodicals on the legal online settlement issues and the agreements in the field of electronic commerce.

Kateryna Durkalo

Kateryna graduated from Taras Shevchenko National University of Kyiv with a Master's degree in mathematics

She has six years of experience as an analyst in international and Ukrainian companies. Formed and analyzed large data bases, automated existing processes, which helped colleagues in further work with information.

Joined the Reform Support Team in October 2023.

Viktoriia Troshyna

Administrative Assistant

Viktoriia received her Bachelor's degree with honors from Taras Shevchenko National University of Kyiv in the field of "Public Administration" and is currently pursuing a Master's degree in the "Post-Conflict Governance" program.

She has experience in administrative work, report preparation, and supporting HR processes within an organization.

She joined the Reform Support Team in late October 2024.

Hanna Rozhkova

EU Screening Processes

Hanna  received  a Master’s degree in Law from Taras Shevchenko National University of Kyiv. She completed a short-term project management course at Kyiv-Mohyla Business School.

Hanna has over ten years of experience working on international technical assistance projects. From 2019 to 2022, she was seconded by the U.S. Embassy to participate in attestation commissions and implement the reform of prosecutorial bodies.

In recent years, she served as the Head of the Secretariat of the Equal Opportunities Inter-Factional Association in the Verkhovna Rada, focusing on gender equality issues. In 2024, she held the position of Advisor to the Deputy Minister of Defense of Ukraine, where she worked on Ukraine’s implementation of UN Security Council Resolution 1325 “Women, Peace, and Security.”

She joined the Reform Support Team in late January 2025 to assist in coordinating and monitoring Ukraine’s integration into the EU.

Sofiia Kostytska

Senior Lawyer

Sofiia Kostytska is a legal researcher and lawyer with extensive experience across the private and public sectors. Sofiia previously worked for five years at the Accounting Chamber of Ukraine, initially in the Patronage Service before moving to the Legal Department, where she contributed to high-profile litigation, the development of internal regulatory and strategic frameworks, and international cooperation. Prior to her public sector work, she worked at a Ukrainian law firm, advising on tax, compliance, and employment matters, and gained experience in labour and social security law at an NGO.

Sofiia holds an LLM in International Business Law with distinction and a programme prize from Queen Mary University of London, where she was studying as a Chevening Scholar. She also earned a Master’s degree in Civil Law with honours from Taras Shevchenko National University of Kyiv. In addition to her formal education, Sofiia has completed specialised training programs on promoting sustainability and designing policy transformation in the public sector, namely Sustainable Public Management at Malmö University (Swedish Institute Academy for Young Professionals), and Management of Public Finance at Kyiv School of Economics. Additionally, she had an opportunity to enhance her understanding of diplomacy, EU law and policy and EU enlargement when engaging in the High-Level Experts Programme organised by the Federal Foreign Office of Germany. Sofiia is fluent in English and Ukrainian, with intermediate proficiency in German and a basic command of French.

Sofiia joined the Reform Support Team in March 2025 after completing a traineeship at the European Commission’s Legal Service (Budget, Customs, and Taxation Team).

The Reform Support Team of the Ministry of Economy operates within the framework of the international technical assistance program "Continuation of Institutional Support within the Ukraine Reform Architecture Project (URA)" based on the Program Registration Card approved by the Cabinet of Ministers of Ukraine on September 26, 2022. The basis for approval is the Agreement between the Government of Ukraine and the EBRD on cooperation and the activities of the EBRD Resident Office in Ukraine, signed on June 12, 2007, ratified by the Law of Ukraine dated June 4, 2008, No. 319-VI.
