Сoordinates the development of proposals and the implementation of decisions regarding:

- the formation and implementation of state policy in the field of management of state-owned objects, sale of property (property rights, other assets) or rights to it on a competitive basis in the form of auctions, including electronic auctions, and the implementation of control over its sale;

- formation and implementation of the state investment policy;

- conducting analysis of the state and trends of the economic and social development of Ukraine, sectors and branches of the economy, developing a proposal regarding the main areas of development and reforming of the economy, achieving the goals of sustainable development, ensuring the preparation of relevant plans and programmes, carrying out state forecasting of the economic and social development of Ukraine;

- implementation of the state sanctions policy;

makes decisions on the implementation of certain powers of the Ministry of Economy as a subject of management of state-owned objects and signs relevant orders regarding:

- transfer of functions of property management of state unitary enterprises, which fall under the sphere of administration of the Ministry of Economy, and functions of management of block of shares (equity stakes) belonging to the state in the authorized capital of companies, the management of corporate rights of which is carried out by the Ministry of Economy in connection with the adoption of a decision on privatization, or the return of the specified functions in connection with the adoption of a decision to terminate the privatization of the object of privatization;

- granting, in the cases specified by laws of Ukraine, consent to the performance of an economic obligation, in the performance of which there is an interest, a significant economic obligation by state unitary enterprises falling under the sphere of administration of the Ministry of Economy (hereinafter – state-owned enterprises) or refusal to provide such consent;

- granting, in the cases specified by law, consent to the execution of a significant transaction by companies, powers of managing the corporate rights of the state of which is exercised by the Ministry of Economy (hereinafter – companies), or to the prior granting of consent to the execution of such a transaction and a transaction in the execution of which there is an interest;

- granting consent to the write-off and alienation of state-owned objects under the control of the Ministry of Economy;

- approval of obtaining credits (loans) by state-owned enterprises and companies by concluding a credit agreement, loan agreement or issuing their bonds, resulting in obligations to return funds, and providing guarantees or sureties for such obligations and making changes to them;

- approval of pledge of integral property complexes of state-owned enterprises, their structural units, buildings and structures;

- approval of pledge of property of companies;

- approval of lists of property of a state-owned enterprise, the functions of management of which are transferred in connection with the adoption of a decision on the privatization of the state-owned enterprise;

- approval of certificates of acceptance and transfer of state-owned objects, which falls under the sphere of administration of the Ministry of Economy or are transferred to the sphere of administration of the Ministry of Economy from other subjects of management of objects of state ownership in accordance with the legislation;

- approval of the deed of transfer drawn up by the commission for the reorganization of state-owned enterprises, institutions and organizations falling under the sphere of administration of the Ministry of Economy;

- transfers of objects of state ownership from the sphere of administration of the Ministry of Economy to the sphere of administration of other bodies authorized to manage state property, which is carried out by decision of the Ministry of Economy in accordance with the legislation;

- transfers of state-owned objects from the sphere of administration of the Ministry of Economy to communal ownership, which is carried out by the decision of the Ministry of Economy in accordance with the legislation;

- transfers of state-owned objects from one state-owned enterprises, institutions, organizations falling under the sphere of administration of the Ministry of Economy to other state-owned enterprises, institutions, organizations falling under the sphere of administration of the Ministry of Economy;

- formation of the state-owned objects transfer commission and appointment of its chairman.

Еnsures interaction with the Verkhovna Rada of Ukraine and its bodies, ensures coordination of legislative work of the Ministry of Economy.

Сoordinates the implementation of bilateral agreements on cooperation in the field of security.  

Responsible for directing, coordinating and controlling performance of:

- Property Policy Department;

- Department for Strategic Planning and Macroeconomic Forecasting;

- Department of Investment Attraction and Interaction with International  Organizations;

- Sanctions Policy Department;

- Department of Public Investments;

- Sector for organizational and analytical support of the First Deputy Minister’s work.
