Born in 1982. Education: Higher education at the Zaporizhzhia Institute of Economics and Information Technologies, Honours Degree in International Economy. Also has an additional specialty – Translation (English and German) and MBA in Public Administration from International Management Institute (MIM-Kyiv). Work experience: January 2022 – August 2024, the Director of the Procurement Department at the National Bank of Ukraine. Under his leadership, more than 2,000 successful purchases worth more than UAH 2 billion were made, which allowed the NBU to achieve one of the best indicators among large customers in the Prozorro system in terms of competition and savings in 2022-2023. Has developed the Procurement Armor system to ensure procurement continuity in a wartime environment and has fully automated procurement processes. March 2021 – January 2022, the Director of the Procurement Transformation Office at JSC Ukrzaliznytsia. During this period, monitored more than 11,000 procurements for a total amount of over UAH 33 billion, implemented better procurement practices and tools, ensured the transition from tender committees to authorized persons, and developed proposals for legislative changes in the field of public procurement. April 2020 – March 2021, the Director of the Tender Procedures Department at JSC Ukrzaliznytsia, where he coordinated the work of 47 tender committees and 85 authorized persons, ensured the efficiency of procurement processes and cooperated with government authorities. |
October 2017 – May 2020, the Reform Project Manager at the Ministry of Economic Development, Trade and Agriculture of Ukraine. Coordinated reforms in the field of public procurement, labour market and market design, in particular, developed a new version of Law of Ukraine On Public Procurement (2020 version). Under his leadership, the service of non-price criteria and formula pricing has been implemented in the Prozorro system.
July 2014 – October 2017, the Executive Director at MV Group, where he was engaged in optimizing the work of companies in the field of international trade, consulting in the field of foreign economic activity and customs clearance. During this period, the company made more than 1,100 foreign economic deliveries, and its net profit increased by 140% annually.
April 2010 – June 2014, the Executive Director at Gross Group Kiev, where he managed the company’s work in the field of international trade, provided consulting support in the field of procurement and customs clearance and ensured an annual increase in the company’s net profit by 120%.
Previously, he worked as the Manager of Foreign Economic Projects at Gross Group Kiev (2008-2009), the Director at Food Pro Service (2009-2010), the Head of the Procurement and Foreign Economic Activity Department at PSE Demarket B-XX (2007-2008), the Head of the Import Department at OJSC Dniprospetsstal (2005-2007), and a machinery import manager at CJSC Zaporizhzhia Automobile Plant (2003-2005).
By Order of the Cabinet of Ministers of Ukraine dated 2 August 2024 No. 714-p, was appointed to the post of Deputy Minister of Economy of Ukraine.
Coordinates development of proposals and implementation of adopted decisions concerning:
- formulation and implementation, within the powers prescribed by law, of the state financial, budgetary and tax policy, drawing up the Budget Declaration;
- formulation and implementation of the state price policy;
- issues of development of the real sector of the economy, functioning of the fuel and energy complex.
Responsible for directing, coordinating and controlling performance of:
- Department of Development of the Real Sector of the Economy;
- Department of Financial Policy;
- Sector for organizational and analytical support of the Deputy Minister’s work.
