The Ukrainian government will match this amount, guaranteeing $150 million in total initial capital for the Fund's operations and initial investments.
The Fund aims to invest in projects exclusively in Ukraine in the areas including critical minerals, energy, hydrocarbons, technologies, and infrastructure. The initial capital will allow the investment process to begin immediately, and in the future, the Fund's resources will be replenished through royalties from new mineral extraction in Ukraine and profits from successful investments.
"Ukraine is matching the United States' contribution, emphasizing our joint commitment to invest together through the Reconstruction Investment Fund. The Fund will finance projects aimed at restoring critical infrastructure, scaling new technologies, and responsibly developing our natural resources. These investments will create jobs in both countries and allow American and Ukrainian companies to work together. Our partnership will reduce global supply chain risks and mobilize private capital to strengthen Ukraine's reconstruction and security," said Oleksii Sobolev, Minister of Economy, Environment and Agriculture of Ukraine.
The Minister emphasized that this is not just about financing recovery, but also about forming a new economic architecture for Ukraine in partnership with the United States. The initial contribution will serve as a catalyst for broader private investment attraction.
On September 3, the first meeting of the Fund's Board of Managers took place with the United States Secretary of the Treasury Scott Bessent and Ukrainian Prime Minister Yuliia Svyrydenko. Investment, audit, administrative, and prospecting committee charters were also approved, which will ensure transparent procedures for project selection and investment.
The Reconstruction Investment Fund is based on a long-term partnership between the governments of Ukraine and the United States. Its goal is to attract private capital, multilateral development banks, and strategic investors. Priority areas have been identified as the development of critical minerals, energy, infrastructure, and emerging technologies.
