Ukraine Facility Audit Board presents its first report on the use of EU funds

This was already the third meeting with the Ministry of Economy that serves as the National Coordinator for establishing the monitoring system for the implementation of Ukraine Plan.
During the meeting, the Audit Board of the Ukraine Facility presented its first report analysing internal control and audit systems related to the use of the EU funds allocated for Ukraine’s recovery, reconstruction and modernisation.
“For us, as the National Coordinator of the Ukraine Facility, it is important to receive feedback from partners to understand what we are doing correctly and where additional enhancing is needed. The Government of Ukraine is grateful to the members of the Audit Board for the concrete report and for their readiness to work together on improving the control system for the EU funds,” said Oleksii Sobolev.
The report highlights several areas where further work is required:
• Transparency in the use of funds. This refers to reflecting in reporting documents the information on the allocation of funds, identified risks, as well as the conclusions of the State Audit Service.
• Internal audit and the role of the State Audit Service as the single coordination window with the European Anti-Fraud Office (OLAF). The Audit Board expects increased attention to preventive measures. Strengthening the role of internal auditors in ministries and local authorities will help managers identify weaknesses in control systems and address them in a timely manner.
• Integrated risk management. Risks of fraud, errors and misuse of funds should be incorporated into the overall management processes of each institution, not treated as a separate annex. This requires coordinated work between the State Audit Service, the Ministry of Finance, internal auditors and anti-corruption bodies, as well as a dedicated strategic document on protecting the EU’s financial interests.
The Ministry of Economy, in turn, informed the Board about the updated public procurement rules for Ukraine Facility funds, a draft resolution aimed at improving the monitoring and control system for Ukraine Plan, and the fact that the Ministry of Finance has approved the Audit Strategy for the Plan’s implementation.
The Ministry of Economy, together with the Ministry of Finance and the State Audit Service, is also updating the approach to the management declaration so that it is based on comprehensive data on risks and control results.
Further changes in the field of internal control and audit will be developed by the Ministry of Economy jointly with the Audit Board, the Ministry of Finance and the State Audit Service for submission to the Government. The parties will continue maintaining an open working dialogue and coordinating reforms in internal control and audit.

The Ukraine Facility Audit Board is an independent body established by the European Commission in June 2024. Its main task is to ensure transparent and effective use of the EU funds allocated for Ukraine’s recovery, reconstruction and modernisation. The Board provides independent consultations, analyses systemic processes and issues recommendations to the European Commission and the Ukrainian authorities, helping to uphold high standards in the implementation of the Programme and the effective use of financial support.
Ukraine Facility is the EU financial assistance programme for Ukraine worth up to €50 billion for the period 2024–2027. Access to funding is linked to the implementation of specific structural reforms and investment projects.
