What opportunities do Italian financial institutions offer for Ukrainian and Italian businesses?

Since the beginning of the full-scale war, SACE and SIMEST participated in special initiatives aimed at supporting the Ukrainian economy. Through a wide range of products, they can provide assistance to companies affected by the war and support the financing of infrastructure reconstruction and economic development.

What instruments does SACE offer?

SACE is ready to support Italian investments and exports to Ukraine, as well as reconstruction projects involving Italian companies.

There are no sectoral restrictions. However, SACE prioritizes infrastructure, energy, healthcare, agri-food sector, defense industry.

Current available limits: €1.5 billion (The Government of Ukraine serves as a guarantor).

What does SACE offer?

  • Risk insurance – SACE covers political and commercial risks.
  • Guarantees – SACE provides risk coverage for banks and lenders.

Who is eligible for these instruments?

  • Italian exporters supplying products to Ukraine.
  • Italian investors supporting reconstruction projects.
  • Ukrainian government agencies and companies acting as buyers of Italian goods and services.

Coverage and terms:

  • Up to 100% coverage, but local costs cannot exceed 50% of the contract value.
  • Loan repayment term: up to 15 years.

What instruments does Italy’s State Investment Bank (CDP – Cassa Depositi e Prestiti) offer?

Support limit for the private sector: €10 million.

Thanks to new regulations, CDP can attract funding from international banks such as the European Investment Bank, European Bank for Reconstruction and Development, and the World Bank. This expands support for exports and the internationalization of Italian companies.

CDP Equity invests in strategic Italian companies to help them compete globally.

  • Sovereign Fund Capital: €9.7 billion.
  • Key investment sectors: defense, infrastructure, transport, logistics, energy, and high-tech industries.

How can Ukrainian companies access CDP’s financial instruments?

  1. Partnership with Italian businesses. For example, Metinvest Group partners with Italian firms to build a "green" steel production plant in Italy with CDP support.
  2. Business Matching Platform – a tool to connect Ukrainian and Italian businesses for new partnership opportunities.

What instruments does Italy’s SIMEST offer?

  • Assistance to Italian exporters who lost supply chains due to the full-scale invasion.
  • Encouragement of new export-investment projects for the reconstruction of the Ukrainian economy.

SIMEST instruments combine both concessional loans and grants, making financing more accessible for businesses.

In summer 2023, SIMEST announced a €500 million initiative to support investments and exports within the framework of Ukraine's reconstruction.

1. Opportunities for Italian businesses willing to work in Ukraine

  • Non-repayable export grants for Italian companies supplying equipment to Ukraine. Thanks to this, Ukrainian buyers can receive goods with deferred payment at no additional cost to the supplier.
  • Concessional loans for contractors – accessible financing for Italian companies participating in Ukraine’s reconstruction. Part of the financing (up to 10%) is provided as a grant, and loans are issued without collateral.

2. Opportunities for strengthening cooperation between Ukrainian and Italian businesses

  • Tailored instruments – SIMEST offers direct investment in joint ventures or subsidiaries established in Ukraine with Italian business participation. This approach enables co-investment in strategic reconstruction projects, including infrastructure and industry.

Considering the specifics of the Ukrainian market, SIMEST can develop customized (tailored) financial instruments that meet the needs of joint ventures, facilitate capital attraction, and minimize investment risks.

If you are a Ukrainian company, the key is to establish contact with the Italian private sector to jointly apply for grants, concessional loans, or direct investment in a joint venture.
