Post COP30: government officials and experts discussed the next steps in Ukraine's climate policy
18.12.2025 | 13:00 | Section for Public and Mass Media RelationsOn December 17, 2025, the event “Post COP30: Results, Achievements, Next Steps in Ukraine’s Climate Policy” was held in Kyiv. It brought together Ukrainian and foreign government officials, experts, business and civil society representatives, Ukrainian negotiators, and leaders of international organisations.
The event’s primary focus was on the development and implementation of Ukraine's climate policy in 2026, which is one of the key elements of Ukraine's green recovery.
"Three strategic pillars — climate governance, adaptation and transparency, and international integration — are our priorities for the coming year. And the main task we set for ourselves is to turn plans and commitments to international partners into practical tools for Ukraine's economic development and sustainability," noted Oleksiy Sobolev, Minister of Economy, Environment, and Agriculture of Ukraine.
The Minister added that implementing an effective climate policy requires the collaboration of the state, business, academia, civil society, and the public.
Pavlo Kartashov, the Deputy Minister of Economy, Environment, and Agriculture of Ukraine, outlined the Government's key plans for 2026 to participants.
In terms of climate governance, the plans include:
- the official submission of a draft law on the Emissions Trading System to the Verkhovna Rada,
- practical launch of the Long-Term Low-Carbon Development Strategy,
- expansion of sectors and updating of the technical functionality of the monitoring, reporting, and verification system,
- establishment of the Secretariat of the Scientific and Expert Council, and implementation of climate education.
The Adaptation and Transparency Block provides for:
- approval of the Climate Change Adaptation Strategy and sectoral and regional adaptation programs,
- submission of the Biennial Transparency Report to the UNFCCC,
- submission of the annual Emissions Inventory for 1990-2024,
- launching transparent climate finance mechanisms as a basis for investment in green reconstruction.
International integration efforts will focus on:
- accelerating the implementation of EU legislation (Chapter 27),
- promoting mechanisms to compensate for climate damage caused by russian aggression,
- implementing measures to reduce emissions under the Global Methane Pledge,
- implementing the Kigali Amendment to the Montreal Protocol.
"We have taken a legal commitment to become a carbon-neutral country by 2050. However we see that these issues are subject to debate. We must explain and prove the need to implement these standards. In particular, to business and communities. And this is the only correct path. If we do not demonstrate that this is a necessary component of the country's recovery after the war ends, then all the documents adopted by Verkhovna Rada and the Government will be shelved for a long time,” said Oleg Bondarenko, Chairman of the Verkhovna Rada Committee on Environmental Policy and Nature Management.
He also expressed his high appreciation of Ukraine's participation in COP30 and thanked the Ministry's team on behalf of the people's deputies.
The diplomatic, political, and image-building results of our country's participation in the conference were also discussed during the Post COP30 panel discussions, where speakers summarised the results of the conference:
- more than 30 events at the Ukrainian pavilion with the participation of world leaders and experts,
- about 30 bilateral meetings with partners,
- about 700 mentions of Ukraine published in leading global media outlets and social networks (total coverage — over 2 billion views),
- Ukrainian negotiators blocked russia's reports, where it presented data on emissions from the temporarily occupied territories of Ukraine.
The event “Post COP30: Results, Achievements, Next Steps in Ukraine's Climate Policy” was organised on the initiative of the Ministry of Economy, Environment and Agriculture of Ukraine with the support of the UN Global Compact in Ukraine and the Architecture for Recovery and Reforms in Ukraine (URA).
