Green Transition Office Launches in Ukraine
13.11.2024 | 13:54 | Section for Public and Mass Media RelationsWith the support of the United Kingdom, Ukraine has established a new unit to better implement energy and climate policies that will drive economic development and EU integration — the Green Transition Office. The opening was attended by Ukraine’s First Deputy Prime Minister and Minister of Economy, Yuliia Svyrydenko, and the British Ambassador to Ukraine, Martin Harris.
The Office will operate as an independent advisory body under the Ministry of Economy of Ukraine, supporting reforms in green transition, energy, and climate policy.
The parties also signed a Memorandum of Cooperation between the UK Foreign, Commonwealth and Development Office and the Ministry of Economy of Ukraine, strengthening collaboration on implementing the National Energy and Climate Plan (NECP) by 2030.
"We expect that this Office will support the Ministry of Economy's efforts in implementing energy and climate policies as well as the necessary steps towards EU accession and achieving our decarbonisation goals. We are grateful to the UK government for making this Office possible. I am confident it will help us deliver on the National Energy and Climate Plan by 2030," said Yuliia Svyrydenko.
She noted that the NECP 2030 serves as a roadmap integrating all climate and energy policies. It is directed at the systemic transformation of Ukraine’s economy and is a vital part of the European integration process.
"This plan is a strategic document designed to harmonise environmental, energy, and economic policies for the sustainable development of Ukraine. We developed it following EU regulations and drawing on the best practices of EU Member States. Implementing the NECP will contribute to Ukraine’s economic decarbonisation and attract investments during the post-war recovery. For this, we need to establish an investment roadmap for decarbonising the country," emphasised Yuliia Svyrydenko.
"While Russian attacks are targeting Ukraine’s energy and distribution infrastructure, the United Kingdom is committed to supporting Ukraine in rebuilding a more secure, resilient, decentralised, and technologically advanced energy system. We are helping Ukraine build a Net-Zero future and integrate into European energy markets. By providing expert advice and mobilising business support, the Green Transition Office will help transform Ukraine’s economy," said Martin Harris, British Ambassador to Ukraine.
Through the implementation of the NECP, Ukraine aims to:
- reduce greenhouse gas emissions by 65% compared to 1990 levels,
- achieve a 27% share of renewable energy in total final energy consumption,
- deepen the diversification of energy sources and supply routes — no more than 30% dependence on any single supplier.
"According to our preliminary estimates, achieving the NECP’s objectives will require significant investments — over $40 billion by 2030. To realise this plan, we must attract both private and public financial resources. Our collaboration with international partners could be pivotal in executing specific programmes to support Ukraine’s decarbonisation. We have a range of tools to facilitate transparent and coordinated investment," said Oleksii Sobolev, First Deputy Minister of Economy

This process demands the involvement of experts, businesses, international donors, and the community — only through collective efforts can we achieve swift and high-quality results. The Green Transition Office is expected to become one of the tools for communication and cooperation among all stakeholders to achieve ambitious goals in energy, climate, and economic development," said Olena Pavlenko, President of DiXi Group.
"Our task is to develop effective mechanisms for implementing green transition principles in Ukraine’s economy. Together with international partners, we will work on attracting green investments and helping Ukraine meet the climate and energy goals outlined in the NECP. Today, we are launching a platform for collaboration, innovation, and steady progress towards a sustainable future," stated Andrii Kitura, Director of Development at DiXi Group and Head of the Green Transition Office.
The Green Transition Office is an independent advisory body under the Ministry of Economy of Ukraine, supporting the implementation of green transition reforms, energy, and climate policy. Its activities are financially supported by the UK’s International Development Agency and implemented by the NGO DiXi Group.
