The Ministry of Economy and Estonia strengthen cooperation on recovery, green transition and digital reforms

The Minister of Economy, Environment and Agriculture of Ukraine Oleksii Sobolev held a meeting with the Deputy Minister of Foreign Affairs of the Republic of Estonia for Economic Development Mariin Ratnik. The parties discussed further cooperation on Ukraine’s recovery, investment attraction, environmental protection and digital transformation.

During the meeting, the sides reviewed tools for economic recovery and mobilizing private investment, including the establishment of the National Development Finance Institution, the expansion of the industrial parks network, and the work of the State Fund for Decarbonisation and Energy-Efficient Transformation. Special attention was given to supporting Zhytomyr region as a focus area of Estonia’s aid.

Environmental protection and the green transition constituted an important part of the discussion. Ukraine and Estonia will coordinate efforts in water resource management, circular economy, restoration of degraded ecosystems and air-quality monitoring, aligned with relevant EU directives as well as the LIFE and Horizon Europe programmes.

“Estonia is an example of a responsible partner that combines political support with practical recovery projects. Our common goal is to turn assistance into investment in a modern, green and digital Ukrainian economy,” said Oleksii Sobolev, Minister of Economy, Environment and Agriculture of Ukraine.

Deputy Minister for Digital Development, Digital Transformations and Digitalization Oleksandr Tsybort presented Estonia with the Ministry’s key digital projects: the ePermit system for digitalizing permitting procedures, the Obrii platform for labour-market development, and the Puls system for dialogue with business. The parties also discussed next steps to strengthen the cyber resilience of critical digital systems under the Tallinn Mechanism.

Another topic of the meeting was preparation for the Ukraine Recovery Conference 2027, which Estonia plans to host. Ukraine welcomed this initiative and views URC-2027 as a platform for presenting concrete investment, green and digital recovery projects.

Following the meeting, both sides agreed to continue work at the level of sectoral teams in the areas of economic recovery, environmental protection, digital reforms and preparations for URC-2027.
