The World Bank’s Doing Business Ranking (hereinafter referred to as the “Ranking”) is the result of an annual survey that assesses the ease of doing business by ten indicators in 190 countries. The Rankingcomponents assess the regulatory acts governing the activities of small and medium-sized enterprises throughout the life cycle, and their actual use in practice.
Doing Business is a ranking existing since 2003. Rankingdata for a next year are prepared in spring and published in late October of a current year.
Within the framework of the calculations of this Ranking, the legal norms applicable to private enterprises are analyzed by 12 areas (indicators) of their life cycle. For the calculations of the Doing Business – 2020 Ranking, ten of them were included in the total ranking of favourable conditions for business: establishment of enterprises, obtainment of building permits, connection to the power supply system, registration of ownership, obtainment of loans, protection of minority investors, taxation, international trade, fulfillment of contracts and resolution of insolvency matters. Doing Business also measures Workforce employment and Entering into contracts with the government, which are the indicators that are not included in the Doing Business – 2020 Ranking.
Collection and analysis of comprehensive quantitative data by Ranking areas (indicators) is used to compare the conditions of business regulation between countries and in the dynamics, thus the Doing Business project encourages countries to more effective regulation and ensures measurable benchmarks for reforms.
These indicators are used to analyze economic results and identify successful business regulation reforms as well as to determine where and why they were effective. It means that studies not only point to the problems that hinder the development of entrepreneurship but also determine their cause and provide recommendations for the necessary reforms.
Measures to increase Ukraine’s rank in the Doing Business ranking are conducted within the framework of the action plan to increase Ukraine’s rank in the World Bank’s Doing Business ranking approved by Government Order No. 1413 of 4 December 2019 “On Approval of the Action Plan on Economic Activity Deregulation and Business Climate Improvement, Action Plan to Improve Ukraine’s Rank in the World Bank’s Doing Business Ranking and Invalidation of Certain Orders of the Cabinet of Ministers of Ukraine” (hereinafter referred to as the “Action Plan”).
Improvement of Ukraine’s rank in this Rankingis one of the key tasks for the Government defined by the Decree of the President of Ukraine No. 837 of 8 November 2019 “On Urgent Measures of Reforms and Strengthening of the State”.
