How to Obtain Tax Incentives as an Industrial Park Participant (Comprehensive Guide)

The Ministry of Economy, Environment and Agriculture of Ukraine has prepared a comprehensive guide on the application of tax incentives for participants of industrial parks. The document serves as a practical handbook for manufacturers already operating or planning to launch activities within an industrial park. It compiles all current explanations and instructions issued by the State Tax Service of Ukraine.
“The guide provides a detailed explanation of the key requirements for industrial park participants and the conditions for receiving tax incentives. A crucial part of the document is the step-by-step instruction on how to apply for incentives and how to report. Strict adherence to the procedure is essential for successful application. We have also outlined typical mistakes so that manufacturers can avoid them,” noted Vitalii Kindrativ, Deputy Minister of Economy, Environment and Agriculture of Ukraine.
As part of the Made in Ukraine policy, the Government continues to introduce tools that support industrial development, stimulate investment in the real sector of the economy, and increase non-raw-material exports. Tax incentives in industrial parks are among these key instruments.
Enterprises engaged in the following activities may benefit from tax incentives in industrial parks:
• manufacturing (relevant NACE sections)
• waste collection and processing (excluding landfilling)
• research and development
For reference
The development of industrial parks is one of the priorities of Ukraine’s industrial policy and a core component of the Made in Ukraine agenda. Participants of industrial parks may receive tax and customs incentives, while initiators and management companies can access state support for infrastructure development. These measures help create new production facilities, attract investment, and strengthen the economic potential of regions.
