Council of the European Union approves a €2.3 billion disbursement for Ukraine for the third quarter of 2025

On 11 December, the Council of the European Union approved the allocation of a €2.3 billion tranche to Ukraine under the Ukraine Facility programme, based on the results achieved in the third quarter of 2025. Earlier, the European Commission had endorsed the disbursement following its assessment of Ukraine’s progress under the Ukraine Plan.

The third quarter was one of the most challenging in the implementation of the Ukraine Plan under the Ukraine Facility, as it included a number of complex and systemic reforms. Despite this, Ukraine successfully completed 8 out of 10 indicators required for the quarter and finalised one of the key commitments from the first quarter, demonstrating consistency and a strong commitment to reform.

During Q3, Ukraine advanced reforms in public financial management, the green transition and environmental protection, the business environment, financial markets, and the judiciary. These included steps in the following areas:

• improvement of public investment management

• climate policy

• development of a circular economy

• harmonisation of legislation and standards with the European Union

• reducing the state’s share in the banking sector

• strengthening investment planning and conditions for attracting strategic investors

• enhancing accountability, integrity, and professionalism within the judiciary

“Meeting indicators is not about reporting for its own sake. It is about building trust with international partners, attracting investment, and providing predictability for business. Ukraine has delivered on the majority of indicators and continues to advance across all commitments. Today’s decision by the EU Council shows that our consistency in implementing reforms brings concrete results and ensures continued financial support,” said Oleksii Sobolev, Minister of Economy, Environment and Agriculture of Ukraine.

As the National Coordinator of the Ukraine Plan under the Ukraine Facility, the Ministry of Economy continues its systematic monitoring of indicator implementation and submission of quarterly reports to the European Commission.

The decision of the EU Council is the final step in the approval procedure before the funds are transferred to the state budget. The tranche is expected to be disbursed by the end of December 2025.

For reference 

The Ukraine Facility is a €50 billion EU programme aimed at supporting Ukraine’s macroeconomic stability, reconstruction, modernisation, and accelerated European integration in 2024–2027. Funding is provided in tranches following confirmation of progress on agreed structural indicators.

In 2025, Ukraine has already received €8.35 billion, enabled by consistent implementation of the measures outlined in the Ukraine Plan.
