IFC and NovaSklo to launch Ukraine’s first float-glass production plant
25.11.2025 | 15:50 | Section for Public and Mass Media RelationsOn 25 November, Kyiv hosted the signing ceremony of an agreement between the International Finance Corporation (IFC, World Bank Group) and NovaSklo, part of EFI Group. The document lays the foundation for the creation of Ukraine’s first high-tech float-glass manufacturing facility, designed to meet the country’s rapidly growing demand for construction materials and reduce dependence on imports. The event was attended by IFC’s Regional Director for Europe, Ines Rocha, and NovaSklo CEO Ihor Liski.
Under the agreement, IFC, in partnership with Japan, will provide advisory and analytical support to NovaSklo. Construction is planned for completion by 2028, with an estimated investment volume of €250 million. Once operational, the plant will create more than 300 direct jobs, as well as additional employment across related sectors – logistics companies, local suppliers and service providers.
Float glass is a core material used in windows, façade systems, mirrors, automotive glass, and solar panels. Ukraine imports hundreds of thousands of tonnes annually, making the domestic market dependent on external suppliers. The new plant in Kyiv region will localise production, support national reconstruction projects, and strengthen the industrial sector.
“This agreement is more than an investment step. It is a signal of confidence in Ukraine’s economy, its entrepreneurs, and the country’s recovery potential,” noted Pavlo Kartashov, Deputy Minister of Economy, Environment and Agriculture of Ukraine.
In developing the plant, NovaSklo is partnering with leading international industrial companies:
• Nippon Sheet Glass Group will provide technological expertise and production solutions;
• HORN Glass Industries will supply specialised float-glass equipment.

The launch of the plant will form the basis of a new industrial sector in Ukraine and promote the development of local supply chains. The project will reduce reliance on imported glass, strengthen the competitiveness of Ukrainian construction-materials manufacturers, and enhance the country’s economic resilience.
