ReBuild 2025: 17 countries participate in the meeting of Special Representatives for Ukraine’s Recovery
14.11.2025 | 17:04 | Section for Public and Mass Media RelationsOn 14 November in Warsaw, as part of the international exhibition ReBuild 2025, the Ministry of Economy, Environment and Agriculture of Ukraine convened a meeting of Special Representatives for Ukraine’s Recovery. The discussion focused on strengthening intergovernmental cooperation formats (G2G) to finance and implement reconstruction projects.
The meeting was chaired by Andrii Teliupa, Deputy Minister of Economy, Environment and Agriculture of Ukraine, with the participation of the UkraineInvest team.
The event brought together representatives from 17 partner countries and the European Commission who coordinate governmental programmes supporting Ukraine’s recovery.
“Ukraine seeks to deepen cooperation with partner governments through formalised G2G agreements. These not only mobilise public financing but also create opportunities to attract private capital for reconstruction. We are ready to expand bilateral frameworks to ensure that every unit of support translates into sustainable development across Ukrainian regions,” noted Deputy Minister Andrii Teliupa.
During the meeting, participants discussed:
• Government priorities outlined in the 2025 Action Programme, including enhanced intergovernmental coordination, project implementation capacity, and financial resilience.
• Examples of successful G2G cooperation with partners that have already concluded intergovernmental agreements with Ukraine.
• Opportunities to expand such mechanisms in 2025–2026.
• New tools to support businesses, including the Industrial Ramstein initiative, which facilitates the recovery of affected Ukrainian enterprises through the provision of industrial equipment as humanitarian assistance.
Participants also emphasised the importance of strengthened coordination between governmental representatives and financial institutions to accelerate joint project implementation and ensure efficient use of resources.
