Ministry of Economy and MAN Truck & Bus SE Sign Memorandum of Cooperation on Ukraine’s Recovery and Investment

The Ministry of Economy, Environment and Agriculture of Ukraine has signed a Memorandum of Understanding (MoU) with the German company MAN Truck & Bus SE. The document sets out a framework for cooperation in industrial development, production localisation, integration of Ukrainian companies into global supply chains, and support for investment projects in Ukraine.
The Memorandum was signed by Oleksii Sobolev, Minister of Economy, Environment and Agriculture of Ukraine, and Friedrich Baumann, Member of the Executive Board of MAN Truck & Bus SE and Head of Sales and Customer Solutions.
The signing took place on 15 December, on the margins of the 8th Berlin Economic Forum.
The Memorandum envisages cooperation across a number of strategic areas, including:
- development and supply of wheeled vehicles based on MAN solutions;
- expanding the participation of Ukrainian manufacturers in MAN’s supply chains, particularly in metallurgy, mechanical engineering, and IT;
- support for the recovery and development of the public road transport sector;
- cooperation in innovation and future transport solutions;
- exploration of opportunities for direct and indirect investment in Ukraine.
A separate focus of the Memorandum is placed on production localisation and support for Ukrainian businesses, including:
- involving Ukrainian companies in MAN’s manufacturing processes;
- organising dedicated events to showcase the capabilities of Ukrainian suppliers;
- developing cooperation in bus manufacturing and maintenance services.
“Through our partnership with MAN, Ukrainian companies will be able to carry out part of the company’s manufacturing and technological operations directly in Ukraine. Expanding localised production will help utilise domestic industrial capacity, keep economic activity inside the country, and increase exports of Ukrainian-made products,” said Oleksii Sobolev, Minister of Economy, Environment and Agriculture of Ukraine.
The implementation of specific initiatives will be carried out through separate agreements, annexes, and roadmaps.

The first Create Ukraine cohort completes the programme: 10 participants strengthened the economy, attracted investment, and worked towards advancing the EU accession
The first cohort of the Create Ukraine programme has completed its 14-month work at the Ministry of Economy, Environment and Agriculture and the Ministry of Culture of Ukraine. Ukraine assumes the chairmanship of the International Commission for the Protection of the Danube River in 2026
On 11 December in Vienna (Austria), a ceremony was held to officially transfer the chairmanship of the International Commission for the Protection of the Danube River (ICPDR) from the Republic of Slovenia to Ukraine. Council of the European Union approves a €2.3 billion disbursement for Ukraine for the third quarter of 2025
On 11 December, the Council of the European Union approved the allocation of a €2.3 billion tranche to Ukraine under the Ukraine Facility programme, based on the results achieved in the third quarter of 2025. Earlier, the European Commission had endorsed the disbursement following its assessment of Ukraine’s progress under the Ukraine Plan. -
