WE Finance Code Ukraine: Expanding Access to Finance for Women Entrepreneurs
Ukraine has joined the Women Entrepreneurs Finance Code initiative (WE Finance Code), a global initiative to expand access to finance for women entrepreneurs. The initiative is led by the Ministry of Economy, Environment and Agriculture of Ukraine and the National Bank of Ukraine, with support from the European Bank for Reconstruction and Development (EBRD).
About WE Finance Code
The WE Finance Code is a multi-stakeholder initiative, bringing together financial service providers, regulators, and other financial ecosystem players around a shared goal: expanding access to finance for women-led micro, small, and medium-sized enterprises (W-MSMEs), so that they can grow and contribute to economic development and resilience.
Signatories of the Code make a pledge around three pillars:
- LEADERSHIP: Designating a member of their senior management team to champion the organizations’ efforts to support women-led businesses.
- DATA: Tracking and reporting an agreed set of indicators on the level of financing provided to W-MSMEs or supporting others’ efforts to do so.
- ACTION: Expanding and introducing new measures that will support women entrepreneurs.
Together, these pillars aim to create a framework for evidence and impact, catalyzing data-driven solutions, and coordinated action across the financial sector.
The WE Finance Code is operating in over 30 countries worldwide, with Ukraine announcing its roll out at the 2025 Ukraine Recovery Conference.
WE Finance Code Ukraine Signatories
As of May 2026, 19 institutions have signed the Code, including financial institutions and ecosystem partners.
How to Become a Signatory
To join the WE Finance Code community in Ukraine, interested institutions are encouraged to submit a Letter of Intentand send it to: [email protected], with copies to [email protected] and [email protected].

The initiative is open to:
- Financial institutions: banks, credit unions, financial and fintech companies,
- Ecosystem partners: business associations, women’s business organisations, entrepreneurship support organisations, etc.

On 19 March 2026, an introductory webinar was held for financial institutions and ecosystem partners on the launch of WE Finance Code in Ukraine.
- 11.07.2025 - WE Finance Code Memorandum of Understanding
On 11 July 2025, the Ministry of Economy of Ukraine, the National Bank of Ukraine, and the European Bank for Reconstruction and Development (EBRD) signed a Memorandum of Understanding during the Ukraine Recovery Conference in Rome, announcing the roll out of the WE Finance Code.
