The future of public procurement in Ukraine: SI "Professional Procurement" held a large-scale Prozorro Market Forum

Today, the Prozorro Market electronic catalog is the most effective and competitive mechanism for covering the state's needs. In 2024, the total amount of purchases through the instrument is already more than UAH 30 billion. About 3 billion hryvnias were saved.

Prozorro Market and the Ukrainian sphere of public procurement further development were discussed at the National Forum "Prozorro Market: win-win for the state and business", held by the state institution "Professional Procurement" and made possible by the Digital Transformation Activity (DTA) with support from USAID and UK Dev. 

For the first time, the forum brought together key government institutions, international partners, public customers, and national businesses for open dialogue about the results of functioning and future of the electronic catalog. Representatives of the Verkhovna Rada, the Ministry of Economy, the Ministry of Defense, the Ministry of Education and Science, Prozorro, the Office of School Nutrition Reforms, Ukrzaliznytsia, Medical Procurement of Ukraine and others attended the forum, with over 200 participants in total.

"The main indicator of the efficiency of Prozorro Market is the amount of savings. Since the beginning of this year, public customers have purchased goods worth more than UAH 30 billion through the catalog. During the operation of the tool, the total amount of purchases is more than UAH 42 billion. UAH 6 billion were saved. Two times higher competition is the reason for this result. This is an extraordinary indicator. As savings are an opportunity for the state to buy more necessary goods. What is especially important for me, as the Minister of Economy, is that Prozorro Market is also a tool for the active participation of Ukrainian businesses in public procurement. For example, we have procured more than 800 Ukraine-made school buses through this tool," said Yuliya Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine.

During the Forum, Dmytro Solovei, Chief Development Officer of Professional Procurement, presented the key innovations planned for the Prozorro Market. Among them:

  • A complex electronic document that combines ready-made contracts and technical tasks.
  • Expanding the grounds for complaints against unscrupulous suppliers.
  • The supplier qualification process to be even more simplified.
  • The procedure is twice as fast - from the announcement to contract in three days.

"With the start of a full-scale war, Prozorro Market has become a tool that allows to maintain a balance between transparency and competition on the one hand, and efficiency on the other. The e-catalog now effectively covers the needs of not only civilians but also the military. More than 90% of all food products purchased with the state budget go through Prozorro Market. The dimension of military goods is also developing very actively. We aim for a drone to be purchased as simply and transparently, as a potato. And we succeeded - 25,000 different UAVs were purchased by customers in the e-catalog in two years. In addition, through Prozorro Market, the military can buy tactical headphones, glasses, remote controls for drones, optical sights, night vision devices, etc", - highlighted Yevhen Yakubovsky, CEO of Professional Procurement.

During the event, direct clients of Prozorro Market - public customers and businesses - shared their experience of its use. Among them are the Factory Kitchen in Bucha, Ukrnafta company, the National Cancer Institute, the State Enterprise "Forests of Ukraine", the Zhytomyr City Council, etc.

Representatives of USAID and the British Embassy in Ukraine attended the forum.  Prozorro Market electronic catalog was developed with their support within the framework of the USAID/UK aid project “Transparency and Accountability in Public Administration and Services /TAPAS”. The further development of Prozorro Market is supported within a new five-year programme – the Digital Transformation Activity (DTA), with support from USAID and UK Dev. International partners have pledged their further support for the improvement of Prozorro Market and implementation of the best procurement practices within the DTA.
