A year after the resumption of privatisation, the budget received more than UAH 3.8 billion: Yuliia Svyrydenko

Over the year since privatisation was resumed in September last year, more than 400 auctions have been held and over UAH 3.8 billion has been raised to the state budget. This was stated by Yuliia Svyrydenko, First Deputy Prime Minister of Ukraine and Minister of Economy of Ukraine.

"Despite the full-scale war with Russia, last year we decided to resume privatisation. And now we see that it was an absolutely right decision. After all, the main goal of privatisation is economic growth. New owners come to abandoned production facilities and invest in their renovation – entrepreneurs launch new production facilities, create jobs, set up product processing and enter foreign markets. We see that, despite the war, business is ready to invest in the Ukrainian economy," said Yuliia Svyrydenko.

This year, almost 400 entrepreneurs have bought abandoned facilities from the state. 73% of them cost up to UAH 1 million. This means that it is small businesses that receive production sites, places for relocation, etc.

Privatisation tenders are now held through the state-owned online sales system Prozorro.Sale, which increases competition among buyers. Currently, the average number of bidders in auctions, i.e. entrepreneurs competing for one facility, is 5. Previously, it was 2.3, so competition has more than doubled.

Last year, more than 1,700 lease agreements for state-owned facilities were concluded, generating over UAH 600 million in revenue.

Over the year, the amount of money the state receives monthly from the lease of state-owned property has tripled. Thus, according to the State Property Fund of Ukraine (SPFU), monthly rental income as of July 2023 reached UAH 70 million, while in July 2022, the revenue was UAH 21 million. 

During this time, more than 600,000 m2 of real estate, the equivalent of 30 hotels, was allocated to accommodate the Defence Forces.

According to the SPFU, the top five most expensive facilities brought UAH 1.1 billion to the state budget.

The most expensive privatisation facilities are as follows:

1. Hermitage Hotel - UAH 311 million;

2. Ukroboronresursy - UAH 211 million;

3. RivneTorf - UAH 205 million;

4. Port of Ust-Dunaisk - UAH 201 million;

5. Lviv Jewellery Plant - UAH 185 million.
