Transformation of the State Material Reserve: The Government Has Adopted a Strategy to Reform the System

The government passed an order approving the Strategy for Reforming the State Material Reserve System until 2025. This decision initiates a large-scale transformation of the system and allows adapting it to the new conditions that Ukraine faced after the full-scale invasion of the russian federation.

The reform proposes to liquidate the State Reserve Agency together with the settlement of the company’s debts, the transfer of loss-making enterprises to the State Property Fund, and the oil depots to Naftogaz of Ukraine. A new central executive authority will be established in place of the liquidated agency, which will operate according to new principles.

The range of tangible assets ​​of the state reserve is also being updated. It will consist of socially important goods in separate areas:

  • energy basket (coal, gas, gasoline, diesel fuel);
  • defence basket (aviation kerosene, motor lubricants, diesel fuel, military field rations, chemical protection complexes);
  • food basket (protein and soup mixes, sublimated fruits and vegetables, long-term storage products, water purification tablets);
  • medical basket (antibiotics, first aid medicines, medical masks, physiological solutions, syringes, etc.).

Such a set of goods will allow the state to respond quickly in crisis situations, providing the population and the Armed Forces of Ukraine with everything they need.

The reform introduces new approaches to the storage of tangible assets. For example, fuel and lubricants will be placed at the base of assets confiscated from the russian federation and filling stations, with private owners of oil depots and in the territories of EU countries friendly to Ukraine. This will allow diversification of fuel storage and reduction of the risks of its destruction by the occupiers.

Information about all material reserves will be translated into “digits”. Their movement and accounting will be implemented through electronic registers.
