A meeting of the High-level Advisory Group (HLAG) was held as part of the preparation of the National Energy and Climate Plan (NECP). Deputy Minister of Economy of Ukraine Oleksii Sobolev took part in the meeting with international partners.

Deputy Minister thanked the partners for their cooperation in the preparation of the NECP and for delegating experts to work closely with the Ukrainian group. Oleksii Sobolev also said that Ukraine has made significant progress in the preparation of the NECP.

“The Ukrainian expert group described the current policies and situations and collected national targets from existing strategies. We are still discussing some elements of our future energy and climate plans, as the ongoing war creates many uncertainties. Nevertheless, the modelling team has started developing scenarios according to EU rules and the first modelling results will be presented in the near future,” said Deputy Minister Oleksii Sobolev.

The meeting also included presentations of the framework approach to modelling the Plan and the concept of the Green Economy Transition Office.

Oleksandr Diachuk, representative of the Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine, presented the status of NECP development and demonstrated the framework approaches to scenario modelling of the Plan with preliminary calculations of Ukraine's contribution to achieving the Energy Community's goals.

Andrii Kitura, Project Manager of the Green Economy Transition Office, presented the concept of the Office, informed about its main tasks, plans for the near future and the next 3 years. He also noted that the Green Economy Transition Office will closely coordinate its activities with key stakeholders, including other ministries, the Ukrainian Climate Office, donors and partners.  

Background

The National Energy and Climate Plan is being developed by the Ministry of Economy of Ukraine, together with the DiXi Group think tank and with the support of the British Embassy in Ukraine. All key ministries and agencies are involved in its development.
