All World Bank-funded procurements can now be conducted in Prozorro

The World Bank confirmed the system's full compliance with its rules

The World Bank has approved the use of Prozorro for all projects it finances in Ukraine. This is evidenced by the results of the World Bank team's assessment of the new procedure developed by SE Prozorro in accordance with the Bank's recommendations – procurement according to the rules of international donors.

The authors of the evaluation concluded that "the Prozorro e-procurement system can be used in World Bank-funded projects for the procurement of goods and works for both national (up to EUR 5 million) and international (from EUR 5 million) tendering procedures".

In accordance with the World Bank's recommendations, the new Prozorro procedure allows for the acceptance of bids in different currencies, the review of bids in stages, and the selection of the winner not solely based on the price criterion. In the near future, the Ministry of Economy of Ukraine and SE Prozorro will conduct training on the use of the electronic procurement system for those implementing World Bank projects in Ukraine. 

"The Government is sincerely grateful to the World Bank not only for its steadfast support of Ukraine, but also for its willingness to use Prozorro in the projects it finances. The Prozorro system is well known to Ukrainian business, and its use by international financial institutions will allow Ukrainian entrepreneurs to participate in the supply chain for Ukraine's recovery to the fullest extent possible. This is something that will give a boost to local businesses and producers, and thus strengthen the resilience of our economy," said Yuliia Svyrydenko, First Deputy Prime Minister of Ukraine and Minister of Economy of Ukraine.

It is worth noting that the procedure developed in the Prozorro system not only meets all the requirements of the World Bank, but also allows for flexible customisation of its procurement in accordance with the rules of other international organisations and donors.

"The USAID / UK aid-funded Transparency and Accountability in Public Administration and Services (TAPAS) Activity is already conducting its tenders in the Prozorro system, and we welcome this step. For the donor, this ensures maximum transparency and efficiency in spending funds. For Ukraine, it means wider involvement of business and society in the implementation of projects funded by donors," commented Nadiia Bihun, Deputy Minister of Economy.

To ensure that the Prozorro system can be used by various development banks and international organisations, the state-owned enterprise Prozorro has specially developed a procedure for donor procurement based on the principle of a constructor.

"This approach allows you to "assemble" your procurement in accordance with the rules of a particular donor, setting the necessary parameters – whether it requires pre-qualification of participants, whether it is necessary to hold an auction, etc. At the same time, the use of Prozorro will ensure the principle of "everyone sees everything", which is so important for Ukrainian society," said Mykola Tkachenko, Director of Prozorro.

It is worth noting that before the development of the new Prozorro procedure, the World Bank had envisaged the possibility of using the Ukrainian e-procurement system only for procurements up to EUR 5 million. Instead, after the improvements were introduced, the World Bank's position is that all procurement financed by the World Bank for Ukraine's recovery should be conducted in Prozorro.
