In particular, by Decree No. 727, the Head of State enacted the decision of the National Security and Defense Council of Ukraine of 19 October on the imposition of sanctions against 256 individuals – oligarchs from the Forbes list and their entourage.
More specifically, the list includes Vladimir Lisin, Leonid Mikhelson, Arkady and Boris Rotenberg, Mikhail Prokhorov, Suleiman Kerimov, Elena Baturina, Yuri Kovalchuk and others.
By Decree No. 726, Volodymyr Zelenskyy imposed sanctions against 2251 individuals and 1374 legal entities. In particular, the list includes:
- Vladimir Putin and Sergey Lavrov's children and relatives;
- businessman Sergey Roldugin, known as "Putin's wallet";
- founder of PMC Wagner Yevgeny Prigozhin and his son;
- Kremlin spokesman Peskov's children and wife. Representatives of regional elites and authorities of the Russian Federation;
- founder and shareholder of Alfa Group Mikhail Fridman;
- representatives of the clergy, in particular Vladimir Gundyayev;
- artists and propagandists Olga Skabeeva, Zakhar Prilepin, Sergey Bezrukov, Ivan Okhlobystin and Vladimir Mashkov and others. Among them are citizens of Ukraine too, namely Regina Todorenko, Taisiya Povaliy, Ani Lorak;
- collaborators Volodymyr Saldo, Yevhen Balytskyi and others.
The same Decree imposed sanctions against high-ranking officials of state corporations, representatives of the senior command staff of the Russian Armed Forces, in particular against the commander of the Joint Forces Group in Ukraine Sergey Surovikin and "Mariupol Butcher" Mikhail Mizintsev. Against representatives of the so-called "LPR/DPR governments", occupation "authorities" of the Autonomous Republic of Crimea and leaders of illegal armed groups operating in the occupied territory of Ukraine.
The list also includes officials and military leaders of the Republic of Belarus. In particular, Minister of Defense Viktor Khrenin, State Secretary of the Security Council of the Republic of Belarus Aleksandr Volfovich. Among them are also commanders of military units that facilitated shelling of Ukraine, for example, from Luninets airfield.
Decree No. 726 imposed sanctions against key system-forming enterprises, banks, enterprises of the defence industry, mining, energy, communications, logistics and other spheres. In particular, the list includes Alrosa, Tatneft and Tatoil, enterprises of Lukoil Group, airlines and airports, Alfa-Bank (Russia), companies associated with Sberbank of Russia, VTB Bank, Russian Auchan, Danone Russia, Russian Direct Investment Fund, Rostelecom, Rosgosstrakh and others.
The proposals on sanctions were previously reviewed and recommended for submission to the NSDC by the Interagency Working Group (IWG) on the Implementation of the State Sanctions Policy chaired by the First Vice Prime Minister – Minister of Economy of Ukraine Yuliia Svyrydenko.
"Today, the President has put into effect very powerful sanctions against the enemies of our state. And we do not stop there. As early as tomorrow, the IWG will consider the next packages of proposals. Among them are those that Ukrainians have been waiting for some time. Now it won't be long to wait. Ukraine is very determined. The aggressor and those who help it will be punished,” said Yuliia Svyrydenko.
As a reminder, the Interagency Working Group on the Implementation of the State Sanctions Policy was established by the Cabinet of Ministers Decision of 30 August 2022. It consists of representatives of various ministries, the Office of the President of Ukraine, the NSDC Office, law enforcement, intelligence and other state bodies and agencies.
