The Ministry of Economy is hosting the third and final round of consultations with the EU on the development of the Ukraine Plan within the framework of the Ukraine Facility

On 4 October, the Ministry of Economy of Ukraine concluded the third round of consultations with the European Union delegation on joint work on the Ukraine Plan under the Ukraine Facility program for 2024-2027.

The meeting brought together the First Deputy Prime Minister of Ukraine and Minister of Economy of Ukraine Yuliia Svyrydenko, Deputy Minister of Economy of Ukraine Oleksii Sobolev, Deputy Minister of Economy of Ukraine and Trade Representative of Ukraine Taras Kachka, representatives of the Government Office for European Integration, the Reforms Delivery Office of the Cabinet of Ministers of Ukraine and other government officials.

The key topics of discussion during the consultations with the EU representatives were public administration reform, green transition and environmental protection, digitalization, justice system reform, anti-corruption and anti-money laundering, state asset management and privatization, energy sector development, general recovery architecture, regional policy and decentralization.

In the framework of consultations with the EU representatives, a meeting of the Interagency Working Group was held with the participation of Director-General for Neighbourhood and Enlargement Negotiations of the European Commission Gert Jan Koopman. In particular, the participants of the meeting discussed privatization of non-strategic state-owned enterprises, implementation of corporate reform, energy, justice reform, and general donor coordination and agreed on agreed on a further schedule of meetings and deadlines for approving key stages of the plan.

"The preparation of the Ukraine Plan is proceeding in full compliance with the established deadlines. Thanks to the mechanism of consultations with the EU, we are coordinating our positions with partners in key areas of work, in particular in the field of state property management and other key reforms. We have also reached an in-principle agreement with our partners that the Ukraine Plan should be the basis for further donor engagement and for expanding the circle of participants in the reconstruction and economic recovery of Ukraine," said Yuliia Svyrydenko.

An important objective of the Government in the process of preparing the Ukraine Plan is to achieve the strategic goals of sustainable growth and rapid recovery of the Ukrainian economy. At the same time, taking into account the possible participation of other donors, the Ukraine Plan should be flexible enough to allow for the effective participation of other potential investors and donors, in particular within the framework of the Multi-Donor Coordination Platform.

Background

The Ukraine Facility is a special instrument managed by the European Commission to provide short- and medium-term financing for Ukraine's recovery and reconstruction needs in 2024-2027. The creation of such an instrument provides stable, predictable financing, which will have a positive impact on the macro-financial stability of the state.
