Since 2024, Ukrainians have received 7,450 loans worth UAH 12.7 billion for the purchase of housing under the eOselia affordable loan programme. The share of housing purchased from a developer is increasing – since the beginning of the year, almost 1,696 loans have been issued for this type of property. In addition, 529 loans have been issued for the purchase of housing under construction. The rest of the loans were granted to Ukrainians to purchase housing on the secondary market. This was announced by Deputy Minister of Economy Andrii Teliupa.
“In total, 13,775 families have received loans worth more than UAH 22.2 billion since the launch of the eOselia programme. Ukrainians have also purchased 428 private houses. The terms of the programme have recently changed, and now the programme is focused on new housing or housing commissioned no more than three years ago. This decision is aimed at stimulating the construction and related industries, which is important for the development of Ukraine’s economy,” Andrii Teliupa said.
Currently, service members and law enforcement officers, doctors, teachers, scientists and their families may get loans at a preferential rate of 3%, while for combatants, veterans, IDPs and other citizens without housing, the mortgage rate is 7%.
Over the past week, Ukrainians took out 196 loans worth UAH 348 million, including loans at 3%:
- 107 military and security personnel;
- 17 teachers;
- 16 doctors;
- 5 scientists.
Loans at 7% were received by:
- 38 Ukrainians without their own housing;
- 8 IDPS;
- 5 veterans.
Most loans were issued in Kyiv region – 59, Kyiv city – 48, Odesa region – 13, Ivano-Frankivsk and Lviv regions – 8 each.
Background information
The eOselia programme is one of the components of the Made in Ukraine policy aimed at stimulating demand for Ukrainian products and creating favourable conditions for the development of production. The programme was launched in October 2022. The programme is being implemented by the Ministry of Economy in cooperation with the Ministry of Digital Transformation and Ukrfinzhytlo.
