Ukraine was elected as the chairman of the Working Program on Government Procurement Statistics of the WTO

On February 25-27, 2019, for the first time in the history of its membership in the WTO, Ukraine was elected as the chairman of the Work Program on the Collection and Reporting of Statistical Data at the meeting of the Government Procurement Agreement Committee. This has become possible thanks to Ukraine’s significant achievements in this area in recent years. The previous chairman of the Program was the United States of America.

It is known that in 2016 Ukraine joined the Government Procurement Agreement (GPA). As a result, Ukrainian companies were eligible to take part in the government procurement of 47 GPA member states, including EU countries, Japan, the USA, Korea, Taiwan, Singapore, Hong Kong and Canada. The total volume of the government procurement market of the WTO is estimated at USD 1.7 trillion per annum.

The Ukrainian delegation expressed its gratitude for the trust and announced key activities for the near future. In particular:

  • development and use of the unified methodology for collection and reporting data on government procurement of member states of the Government Procurement Agreement;
  • further dissemination of Open Contracting Data Standards (OCDS) in the area of government procurement of the Organization for Economic Cooperation and Development.

Ukraine has a clear position on the feasibility of of the use of OCDS by member states of the Agreement, which will significantly increase the transparency and openness of information on government procurement in the world. The use of this standard allows publishing accessible data, combine and compare them with own information, and create tools for analyzing and sharing data on the status of government procurement in separate countries and the world as a whole. At the meeting of the Committee, Ukraine confirmed its readiness to share its experience in the application of OCDS.

The Electronic Public Procurement System ProZorro using this data standard is an example of how open data provide transparency in government procurement, have positive impact on the development of the economy, reduce the level of corruption and form positive international image of Ukraine. The openness of data significantly limits the possibilities for frauds and makes violations when making purchases more risky in terms of the law.

“Today, the ProZorro is a unique system not only for Ukraine but also for the world, where 2.26 million of all procurements can be monitored online. The system keeps record of all procurements for the entire period of its existence, showing all information from the announcement of a tender to signing and execution of the contract. Each day this number is increasing by as average 4-5 thousand procedures. The total budget of procurements announced in the system for its entire period of existence amounts to UAH 2.16 trillion”, said First Deputy Minister of Economic Development and Trade of Ukraine Maksym Nefiodov commenting on the importance of using open data for procurement.
