Government abolishes licensing of exports of certain types of agricultural products
09.12.2024 | 10:22 | Section for Public and Mass Media RelationsOn December 1, 2024, the Cabinet of Ministers of Ukraine abolished the licensing regime for certain types of agricultural products. We are talking about grains, legumes, oilseeds and oil. The relevant decision was made at a government meeting on November 29, 2024.
“The government is committed to reducing the number of permits and digitizing all business licensing procedures. Starting from December 1, the export security regime will be launched, which will allow automatic tracking of exports of certain types of agricultural products. To prevent double control by the state, we are abolishing the licensing of exports of relevant agricultural products, which was previously introduced to return foreign currency earnings. This will simplify the business environment for agricultural exporters,” explained Taras Kachka, Deputy Minister of Economy and Trade Representative of Ukraine.
According to him, the abolition of the licensing regime for agricultural products is necessary to prevent misunderstandings during customs clearance of exports. At the same time, the licensing of exports of wheat, corn, sunflower seeds and rapeseed to Bulgaria, Romania, Slovakia, Hungary and Poland remains unchanged.
As a reminder, the export security regime provides for:
● export of goods exclusively by registered value added tax payers;
● establishing minimum export prices for goods subject to the export security regime. The difference between the invoice and customs value of goods should not be negative;
● electronic exchange of information between the National Bank, the State Tax Service and the State Customs Service to track and monitor exporters' compliance with legal requirements;
● peculiarities of drawing up a tax invoice and its registration in the Unified Register of Tax Invoices.
