The Reform Support Team Mineconomy is an advisory body that provides targeted technical assistance to the Ministry of Economy of Ukraine in the development and implementation of priority reforms. The RST consultants are Ukrainian professional practitioners who are not employed by the government. In their work, they are guided by the best global management practices with a focus on efficiency, comprehensiveness, and measurable results.

Ukraine Recovery and Reform Architecture (URA) is a comprehensive technical assistance programme deployed by the European Bank for Reconstruction and Development (EBRD), in partnership with the European Union, to support critical recovery and reform processes in Ukraine. URA is financed from the

Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA) managed by the EBRD. Contributors to the MDA are Austria, Denmark, Finland, France, Germany, Italy, Japan, Latvia, the Netherlands, Norway, Poland, Sweden, Switzerland, the United Kingdom, the United States and the European Union, the largest donor.

Our team: 

Denis Shemyakin

Director

Denys has 15 years of management experience in business and consulting. Including more than 7 years in the machine-building CORUM GROUP holding where he specialized in concluding strategic alliances with clients. One of the agreements was concluded for 5 years for the amount of $250 million. He was involved in the transformation of the sales system in 5 geographic markets, which allowed increasing the company's sales volume by 26%.

With the beginning of the war in the East of Ukraine, he felt an urgent need to be part of the changes. After studying at MIM Kyiv (MBA in Public Administration), he went to work in the public sector. Nowadays, Denys is sure that his entire previous life experience was the preparation for work in the public sector.

"People are an invaluable resource. I have two most ambitious goals: creation of the effective conditions for doing business and to introduce an effective management model in the civil service," says Denis.

Anna Titova

Senior project manager

She graduated with honors from Taras Shevchenko Kyiv National University with a Master of Law degree. She has a scientific degree of the Doctor of Philosophy in Law.

Anna has more than 12 years of legal practice on the financial market and in the field of e-commerce. As a representative of a number of the largest online businesses, she is a co-author of the Law of Ukraine "On Electronic Commerce" which was adopted in 2015.

Anna joined the Reform Support Team in 2018. She was engaged in the implementation of reforms in the sphere of Ukrainian business climate improvement. She provided legal support for the development and adoption of normative legal acts in the field of deregulation and for boosting Ukraine's Doing Business rating. She also took an active part in reforming the vessels’ environmental control process in the ports of Ukraine. As a result, a number of Resolutions were adopted by the Cabinet of Ministers ensuring a transparent procedure for conducting such inspections. 

Currently, Anna is the Senior Project Manager and coordinates the operational projects unit.

She has published a number of papers in the national scientific periodicals on the legal online settlement issues and the agreements in the field of electronic commerce.

Stanislav Brus

He has joined the Team in 2018. His main responsibilities in the Team were analytical and organizational support for deregulation initiatives. He participated in the drawing up of the improvement plan for the Ukraine's Doing Business rating, organization of the deregulation meetings of the Cabinet of Ministers of Ukraine, and the construction of a system of effective interactions with the business associations. After 2020, he was involved in the development of solutions related to the enterprises support during the COVID-19 pandemic, the reforming of the intellectual property system, the development of models of the business interaction with the organizations engaged in the research and development works, and also participated in the development of solutions in the field of industrial policy and support of certain economy sectors. 

Stanislav received a bachelor's degree from the National University of Kyiv-Mohyla Academy majoring in Political Science. He later completed a master's program in public policy and governance at the Kyiv School of Economics.

Serhii Maidanevych

Master's degree from Taras Shevchenko Kyiv National University in Applied Physics/Radiophysics and from Kyiv National Economic University in International Economics. Completed the "Management of International Business" (Bournemouth Business School International) training program at Bournemouth Business School International, participated in several other international programs and trainings. 

He has experience of working on the SIDA, EEN, and Vintage Web Production projects. Participated in the launching of the first Ukrainian online charity Planet of Support exchange platform, worked on the creation of the local social network and on other outsourcing projects for foreign markets, implemented dozens of projects in the field of web production and communications for corporate clients, in particular, Biogena, JTI, Design Hotels, Maxxium, Pyrex, Pernod Ricard, P&G, SUN InBev, Symbiopharm and others.

Joined the Reform Support Team in 2021.

Iryna Murodshoeva

Received a higher education in "HR Management and Labor Economics" at the Kyiv National Economic University. In 2017, she graduated from the Strategic HR Management course at the Kyiv-Mohyla Business School.

Iryna has more than 12 years of the HR management experience in the investment, legal and production spheres. Out of them, she has devoted 4 years for reforming the public service and for implementing the modern HR practices, 5 years – for the management activities, in particular, project management for the implementation of HR processes for an enterprise employing 5,000 workers in Ukraine and abroad. Also, she has experience in consulting on recruitment and evaluation issues for international companies.

In December 2018, Iryna joined the team working on the "High efficiency departments of the Ministry of Economy" project. The main areas of work: implementation of the performance management system, training managers in management skills, transformation of the organizational culture, teaching the best practices of HR management in the public service.

Taras Bursak

He has received higher legal education at Shevchenko Kyiv National University, with the major in "Public Administration". In 2014, he participated in the Work&Travel program in the USA, which opened a different perspective on the world, life and the building of processes.

Joined the "High Efficiency MERT Departments" team on January 2, 2019.

He has 3 years of experience at GlaxoSmithKline. Participated in cross-functional project teams: from supporting a full audit cycle to organizing an all-Ukrainian annual conference for an international pharmaceutical company.

In the Public Administration Reform project team, Taras works on the implementation of the efficiency management system, the development of the managers’ professional skills, and the transformation of management culture based on the principles of openness and orientation to the results.

Nadia Kobyliak

Nadia received a master's degree in finance with honors from the National University of Kyiv-Mohyla Academy and is the ACCA (Association of Chartered Certified Accountants, Great Britain) member

She is an expert in the sphere of financial services and corporate management. Nadia has 10 years of professional experience in the sphere of audit, strategic planning and corporate management having worked for international and Ukrainian companies. She is a board member of the NaUKMA Graduates Association public organization.

She joined the Reform Support Team in August 2018. In the Team, she oversees the areas of Corporate Governance Reforms, State Investment Reforms, and the Donor Aid Coordination Reforms. Under the Nadia’s guidance, the team conducted the Ukrainian Sea Ports Authority SE corporate governance analysis, helped in the development of the OECD reports on the reform of the state-owned enterprises in the oil and gas sector of Ukraine, and launched the updated donor aid ProAID.gov.ua portal.

Vladyslav Kantsyr

He received a bachelor's degree in International Economic Relations from Ivan Franko National University of Lviv and a Master's of Public Administration (MPA) at the UCU School of Public Management. Currently, he is a scholar of the Swedish Institute Global Professionals Program, under which he received a master's degree in International Administration and Global Governance (IAGG) at Gothenburg University.

Licensee of 2 TEDx conferences in Lviv (2015, 2017). In 2016, he was a pro bono ProZorro advisor working on a project of the sample specifications creation. Since 2017, he worked on developing the Ukrenergo’s international cooperation, in particular, on integration of the European Network of Transmission System Operators (ENTSO-E) into the network. He took part and successfully established the new Ukrenergo ties with more than 10 TSO companies in Europe and Asia. Vladyslav took part in more than 10 international programs and internships in different countries and universities, specifically, in Great Britain, the Netherlands, Norway, Latvia, and Poland.

Liubomyr Muzhyk

Liubomyr has more than 10 years of professional legal experience, during 8 of which he worked as a lawyer. He worked in leading Ukrainian law companies and predominantly practiced civil and commercial law. He represented a number of clients in courts during disputes arising due to legal issues related to credit and leasing arrangements. In addition, he has considerable experience in protecting the integrity of business, as well as in closing agreements on the alienation of corporate rights and real estate.

He joined the RST team in 2020 to implement SOE reforms as applied to the state owned enterprises.

Oleksii Bakhtinov

Master's Degree in Economics and Bachelor's Degree in Law.

Oleksii has ten years of experience in the real economy having held the economic positions in private and public companies. He participated in multipurpose audits of the infrastructure industry state-owned enterprises as an expert economist and accountant. Oleksii is a business efficiency management specialist having received the CIMA Cert PM of the Chartered Institute of Management Accountants, United Kingdom.

Joined the RST Team in 2020 to develop the Public Procurement sphere. His primary area of interest in the Team is the Sustainable Public Procurement implementation and further modification and development of the Public Procurement sphere.

Dmytro Polyansky

Senior lawyer

Dmytro graduated with honors from Taras Shevchenko Kyiv National University with a Master of Law degree and received an MBA degree from the International Institute of Management (MIM-Kyiv). 

Dmytro has been involved in the implementation of reforms in the sphere of privatization and the state-owned enterprises corporate governance since December 2015.

From 2020 to September 2021, Dmytro worked as a GR manager at Naftogaz of Ukraine, after which he joined the Reform Team.

He took an active part in the development of the Law of Ukraine "On the State and communal property privatization" and the bylaws aimed at the privatization process implementation. Advised on the implementation of changes to legislation on improving the state-owned enterprises corporate governance and creation of the state-owned enterprises’ supervisory boards. Provided expert assistance in the development of the draft law "On the State and communal property lease."

Has more than 14 years of legal experience working in the leading national and international law firms, bar associations, investment companies and international trading companies. He has considerable experience in the field of corporate law, securities market, mergers and acquisitions, and the protection of interests of individuals as a lawyer in court cases.

Has a number of publications in business periodicals on legal issues related to doing business in Ukraine.

Taras Shymko

He is a graduate of Kyiv National Economic University (MSc, Business Economics); the "Igor Sikorsky Kyiv Polytechnic Institute" National Technical University of Ukraine (MSc, Radio Engineer Constructor-Technologist) and of the Kyiv-Mohyla Business School.

Taras worked in International and Ukrainian companies. He has more than 20 years of professional experience in telecommunications and system integration, and more than 15 years of experience in the public procurement sphere. He took part in reforming the Ukraine’s public procurement system.

Since 2015, he has worked as a procurement expert, in particular, in TA projects financed by the EBRD, the World Bank, GIZ and the Governments of Canada and Switzerland.

Taras provided support to the Ministry of Economy of Ukraine regarding the implementation of the WTO Agreement on Government Procurement (GPA) in Ukraine. He is the Head of the GPAinUA project. 

Taras took part in projects and programs aimed at supporting and developing the SMEs and business associations concerned with the potential growth of export, and provided consulting support to Ukrainian exporters when participating in the GPA member countries’ tenders.

Alina Boiko

Alina studied at the doctoral program of the Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine (Department of the Economic Development Modeling and Forecasting). She holds a DSc in Economics. Master of International Law at the Taras Shevchenko Kyiv National University’s Institute of International Relations. Alina has got a named scholarship of the Verkhovna Rada of Ukraine that is awarded for the most talented young scientists.

She has more than 15 years of experience in developing methodologies and conducting research on the economic development, economic resilience, economic policy and strategic planning, as well as more than 7 years of experience as a national expert, consultant and analyst on socio-economic issues in the projects of UNDP, GIZ, ULEAD with Europe, NIRAS Ukraine LLC, and USAID.

In 2020-2021, she worked as an analyst in the support team for increasing the institutional and expert capacity of the Secretariat for the Chairman of the Verkhovna Rada of Ukraine as part of the "RADA: responsibility, accountability, democratic parliamentary representation" program (East Europe Foundation).

Alina joined the Reform Support Team in 2022. Her main tasks are expert and analytical support during the preparation and implementation of the Recovery Plan, the development of research and the study of the economic recovery strategy.

Oleksandra Stasevich

She received a bachelor's degree at the Institute of Management and Finance at Taras Shevchenko National University of Kyiv, majoring in foreign economic activity management. She also has a master's degree in organizational management from Taras Shevchenko National University of Kyiv.

She has eight years of experience in organizing charitable, social and private events. She worked in an international financial company for more than 2 years.

Joined the Reform Support Team in May 2022. She deals with internal communications and organizational issues. In May 2023 Oleksandra was promoted to the position of  Expert Communications. Leads the direction of educational  events and programs for SMEs.

Viktoriia Ivasyk

Senior Expert

Viktoriia joined the team at the beginning of 2023. Previously, she coordinated the analytical and advocacy activities of the Legal Hundred NGO. She is a co-author of about ten laws in the sphere of the veterans’ and military servicemen protection and of the first ever analysis of the veterans social security system in Ukraine. 

She worked as an expert in the NATO Liaison Office in Ukraine. Viktoriia created the veterans’ "problem tree" and organized seminars for civil servants of the Ministry of Veterans Affairs on legislation, policy shaping cycle and the client-oriented approach. 

In 2019 she became the delegate of Ukraine at the US Congress’ Open World Program.

Mrs. Ivasyk provided legal support for the Project Office on the Creation of the Ministry of Veterans Affairs in Ukraine. 

She participated in the seminars on public policy shaping by the Kyiv School of Economics. Viktoriia finished the CEDEM Advocacy School and Legal Drafting Courses of the Parliament’s Institute of Legislation and obtained an LLM degree with honors from the "Odesa Law Academy" National University.

Oleh Kravchenko

Oleh graduated from Taras Shevchenko National University of Kyiv with a Master's degree in finance.

He has experience working as a sales manager; in GIZ - in the international development project of renovating social infrastructure in Zaporizhzhia region, and in the financial department of an international IT company. He also worked with international technical assistance projects at the Ministry of Economy and was engaged in cooperation with IFIs at the Ministry of Finance of Ukraine.

Oleh participated in the AIESEC professional internship while living and working in India in 2015.

He joined the Reform Support Team in May 2023 with a desire to develop an effective process of donor support coordination for recovery and development of Ukraine.

Oksana Chaban

Oksana joined the Reform Support Team in 2020. The main areas of work within the framework of public administration reform are: HRMIS system implementation, leadership skills development and capacity building of civil servants, support in the implementation of modern HR practices and increasing the organizational capacity of state institutions. 

Oksana has eight years of experience as an HR expert, Head of Recruitment and Business Development. In 2019, Oksana was a co-founder and partner of company that provides financial recruitment and accounting outsourcing services.

Oksana received a Master's degree in Finance from Kyiv National Economic University. She received a scholarship at the International Institute for Management Development (IMD, Switzerland) under the Leadership Strategy program. To improve the efficiency of public administration reform implementation, she received a scholarship and completed a training in Good Governance at the UCU School of Public Administration.

Eduard Laptiev

Eduard obtained a bachelor's degree with honors in Public Administration at Taras Shevchenko National University of Kyiv. He studied and lived in Canada for a year.

He has experience in sales, managing a community organization, as well as organizing public events and volunteering.

In August 2023, he joined the Reform Support Team with the aim of contributing to the development and reform of Ukraine.

Anastasiia Yakovenko

Anastasiia graduated from the Institute of International Relations at Taras Shevchenko National University of Kyiv, with a major in "International Communications."

She has more than 8 years of experience in the field of communications, including 6 years as a B2B marketer. Anastasiia has supported marketing communications for international and Ukrainian companies, as well as government institutions in Ukraine and 18 countries around the world. She specializes in developing and implementing communication strategies for companies and organizations, products and services, employer branding, and personal branding.

Anastasiia joined the Reform Support Team in October 2023. Her responsibility involves communicating priority reforms for the Ministry of Economy and the Reform Support Team.

Maryna Lapytska

Expert Communications

Maryna joined the RST in May 2023. The main task is to communicate complex reforms and changes implemented by the RST together with the Ministry of Economy of Ukraine.

Has more than 10 years of experience in communications. In particular, in the Kyiv City State Administration and the State Architectural and Building Inspection. She also worked in newspapers, on television and in online publications. 

Since the beginning of the full-scale russian invasion, she has covered the situation in the occupied south of Ukraine. At the same time, she wrote for the grant project "My Home" that tells the stories of people whose homes were destroyed by the war on social networks.

Maryna studied at Taras Shevchenko Kyiv National University, Institute of Journalism.

In 2022, she completed the course "Entrepreneurship and organization of one's own business" at the Faculty of Economics of the Yuriy Fedkovich Chernivtsi National University. She learned photojournalism from the photographers of the publication "Paris Match".

Kateryna Durkalo

Kateryna graduated from Taras Shevchenko National University of Kyiv with a Master's degree in mathematics

She has six years of experience as an analyst in international and Ukrainian companies. Formed and analyzed large data bases, automated existing processes, which helped colleagues in further work with information.

Joined the Reform Support Team in October 2023.

Oleg Tsymerynov

Graduated with a degree in Metallurgical Engineering at the Dnepropetrovsk Metallurgical Institute.

Has scientific developments in metallurgy, management of enterprises for the production of building materials, metallurgy and mechanical engineering. He managed projects for the construction of a cement plant, a sinter plant, the reconstruction of metallurgical and cement plants.

In November 2023,  joined the RST team as part of the "Made in Ukraine" project.
Main area of work: preparation of a strategy for the development of the building materials industry.

Oleksandr Penkov

Expert (Lawyer)

Oleksandr has 16 years of experience as an attorney at law. The leading areas of competencies are legal support of medium and large businesses, beneficial owners and top management, as well as various legal assistance to local authorities.

Oleksandr is an expert in the fields of commercial, tax and customs law, primarily as a litigation lawyer. The budget, public procurements, legal land relations, intellectual property, foreign economic activity, as well as the anti-corruption sphere are among the professional competencies of the attorney at law. He has experience in legislative practice as a lawyer.

Oleksandr joined the Reform Support Team in February 2024 in order to participate in the implementation of the Corporate Governance Reform of SOEs.

Dmytro Romanov 

Senior Project Manager

Dmytro has over 20 years of experience in business management in the Industrial and Agri-Food segments. He has expertise in the development and implementation of sustainable development strategies in production enterprises and building export sales channels.

He actively participates in development projects of the Ukrainian processing industry in the field of food processing by FAO, EBRD, and USAID. He influences the development of the national policy of the food processing industry through systemic cooperation with the real business sector, associations of Ukrainian manufacturers, state institutions, and international organizations.

Dmytro is a participant, speaker and co-organizer of specialized conferences, seminars, and trainings (including international ones) on improving the potential of the food processing industry.

He joined the Reform Support Team in February 2024 to modernize the industry structure and integrate leading contemporary practices.

The Reform Support Team of the Ministry of Economy operates within the framework of the international technical assistance program "Continuation of Institutional Support within the Ukraine Reform Architecture Project (URA)" based on the Program Registration Card approved by the Cabinet of Ministers of Ukraine on September 26, 2022. The basis for approval is the Agreement between the Government of Ukraine and the EBRD on cooperation and the activities of the EBRD Resident Office in Ukraine, signed on June 12, 2007, ratified by the Law of Ukraine dated June 4, 2008, No. 319-VI.
