Procurement of medicines through Prozorro Market allowed medical institutions to save 24% of funds: Nadiia Bihun

Medical institutions have achieved a 24% cost savings by procuring medicines through the Prozorro Market electronic catalogue, according to Nadiia Bihun, Deputy Minister of Economy of Ukraine.

"Since July this year, medical institutions have been using the Prozorro Market electronic catalogue to procure medicines and medical devices approved by the Government. These rules apply to purchases exceeding a total value of UAH 50,000. The results from this approach have been highly positive, with hospitals achieving an average savings of 24% on their procurement expenses. Since July, nearly 700 medical institutions have adopted this system. In addition to the cost savings, another significant benefit of using Prozorro Market is the speed of the procurement process, with the average request for proposals taking just 9-11 days," stated Nadiia Bihun.

Since July, medical institutions have entered into 1,836 agreements for the procurement of medicines and medical devices through the Prozorro Market, totalling UAH 214 million. On average, healthcare facilities reduced their procurement costs by 24%, but notably, a portion of them achieved savings exceeding one-third:

  • The National Cancer Institute saved 35% (UAH 411,000);
  • Dnipro Oblast Cancer Centre - 47% (UAH 503,000);
  • City Hospital No. 10 in Zaporizhzhia - 41% (UAH 404,000);
  • Odesa Oblast Centre for Socially Significant Diseases - 35% (UAH 350,000).

As a reminder, on 7 July 2023, the Cabinet of Ministers mandated the use of the Prozorro Market electronic catalogue for the procurement of medicines and medical devices included in the list approved by the Government if the procurement amount exceeds UAH 50,000. This list of medicines and medical devices includes more than 160 items. It was compiled based on the analysis of the items most frequently procured by procuring entities in 2022 in the medical section of the Prozorro Market electronic catalogue.

"Prozorro Market is administered by three centralized procurement organizations: Professional Procurement State Institution, responsible for consumer goods; Medical Procurement of Ukraine, responsible for medicines and medical devices; and Ukrainian Special Systems State Enterprise, responsible for computer hardware and software. As of today, the Prozorro Market catalogue comprises approximately 90,000 products offered by 3,000 qualified suppliers."
